Thisbillmakestechnicalchangestotheprovisionoflaw
establishingtheSheriffs'RetirementFundandrepealsthe$3fee
thatisassessedincriminalcases,heldtobeunconstitutional by
theMissouriSupremeCourt,includingforviolationsofanycounty
ordinanceorviolationsofcriminalortrafficlawsofthisstate,
andwhichispayabletotheSheriffs'RetirementSystem.
InFowlerv.MissouriSheriffs'RetirementSystem,623S.W.3d578
(2021),theMissouriSupremeCourtruledthatthe$3surcharge
assessedandcollectedbythecountiesandmunicipalcourtsthat
goestowardstheMissourisheriffs'retirementfund,isnot
"reasonablyrelatedtotheexpenseoftheadministration of
justice"andviolatestheMissouriConstitution,ArtI,section14.
