Thisbillestablishesthe"IntoxicatingCannabinoidControlAct".
Thebilldefines"CBD","Cannabinoid", "Department","Hemp",
"Intoxicatingcannabinoid","Intoxicatingcannabinoidproduct",and
"Marijuana",aspertainingtotheAct.
Thebillspecifiesthathemp,industrialhemp,andhemp-derived
productsthatdonotcontainintoxicatingcannabinoidswillnotbe
consideredmarijuanaandmustnotbesubjecttothelegalframework
containedintheMissouriConstitution.
Thisbillspecifiesthatanyintoxicatingcannabinoid,inanyform
andfromanysource,issubjecttotheregulationspromulgatedby
theDepartmentofHealthandSeniorServicesunderArticleXIVof
theConstitutionandtreatedasmarijuanaundersuchregulations
andsoldonlyatdispensarieslicensedbytheDepartment.
Nopersonorentity,asidefromacomprehensivemarijuana
dispensaryfacility,medicalmarijuanadispensaryfacility,or
microbusinessdispensaryfacilitylicensedundertheprovisionsof
theConstitution,willconductbusinessorcarryon,underaname
thatcontainsaspartofthenametheword"dispensary"orany
similarword.
