SectionA.Sections115.133and561.026,RSMo,arerepealedandtwonewsections
2enactedinlieuthereof,tobeknownassections115.133and561.026,toreadasfollows:
115.133.1.Exceptasprovidedinsubsection2ofthissection,anycitizenofthe
2UnitedStateswhoisaresidentofthestateofMissouriandseventeenyearsandsixmonthsof
3ageoroldershallbeentitledtoregisterandtovoteinanyelectionwhichisheldonorafter
4hiseighteenthbirthday.
5 2.Nopersonwhoisadjudgedincapacitatedshallbeentitledtoregisterorvote.No
6personshallbeentitledtovote:
7 (1)Whileconfinedunderasentenceofimprisonment[;
8 (2)Whileonprobationorparole] afterconvictionofafelony[, untilfinally
9dischargedfromsuchprobationorparole] ormisdemeanor; or
10 [(3)](2)Afterconvictionofafelonyormisdemeanorconnectedwiththerightof
11suffrage.
12 3.Exceptasprovidedinfederallaworfederalelectionsandinsection115.277,no
13personshallbeentitledtovoteifthepersonhasnotregisteredtovoteinthejurisdictionofhis
14orherresidencepriortothedeadlinetoregistertovote.
561.026.Notwithstandinganyotherprovisionoflawexceptforsection610.140,a
2personwhoisconvicted:

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 3 (1)Of[anyoffense] afelonyormisdemeanorshallbedisqualifiedfromregistering
