                    HB628--HEALTHANDSAFETYMEASURESINPUBLICSCHOOLS

Beginningwiththe2026-27schoolyearthisbillrequiresthateach
schoolcampusinthestateinstallautomatedexternaldefibrillator
(AEDs).Schoolpersonnelmustbetrainedannuallyontheuseofan
AEDbeginninginthe2026-27schoolyear.Specifications forthe
AEDareprovidedinthebill,andschooldistrictsmustdesignate
personneltomaintainandensureavailabilityoftheAED.The
locationforAEDsmustincludehightrafficareasandeasily
accessiblelocations. Schoolsmustappointaprogramcoordinator
toberesponsibleforadministration oftheAEDprogramandperform
additionaldutiesasspecifiedinthebill.
Thebillrequiresappropriatetrainingtomeetstandardssetbythe
AmericanHeartAssociation,andthetrainingcountsfor
professionaldevelopmentrequirements(Section160.111,RSMo).
Thisbillalsoexpandsexistingcardiopulmonary resuscitation(CPR)
trainingrequirementsforemployeesbeginninginthe2025-26school
yeartoincludetrainingonAEDs.Trainedemployeesmustbeheld
harmlessandareimmuneforanycivilliabilityfortheuseofan
AEDingoodfaithiftheyfollowstandardmedicalpractice(Section
167.624).
Thebillrequiresthatbeginningwiththe2025-26schoolyear
instructioninCPRmustincludeappropriatetrainingintheuseof
AEDs(Section170.310).
Thisbillrequiresthatbeginningwiththe2025-26schoolyear
instructioninpreventingopioiduseandtrainingontheproper
administration ofnaloxonemustbeprovidedtoallstudentsduring
thepupil'sfouryearsofhighschool.Thebillrequiresstudents
ingradesseventhrough12toreceiveinstructiononpreventing
opioiduse.Anystaffteachingthecoursemustbecertifiedin
Narcanadministration.
Thisbillcreatesthe"PublicAccesstoNaloxone(Narcan)KitsAct"
andrequiresthatanyindividualorentitythatacquiresnaloxone
mustensurethekitsaremaintainedandinspected. Thebill
requiresschooldistrictsandcharterschoolstodevelopand
implementaprogramtoeducateandtrainpupilsandemployeeson
theuseandadministrationofnaloxone,andallowsthedistrictor
charterschooltorequirethecompletionoftheprogramtobea
requirementforgraduation(Section170.321).
