Thisbillmodifiestrainingrequirementsformembersofan
ambulancedistrictboardofdirectors.
Boardmembersarerequiredtocompletethreehoursofcontinuing
educationforeachtermofoffice.Failuretodosowillresultin
immediatedisqualification withtheofficeremainingvacantuntil
filled.
Eachambulancedistrictmustarrangeforanauditofthedistrict's
recordsandaccountseverythreeyearsbyacertifiedpublic
accountant. Theauditwillbemadeavailabletothepubliconthe
district'swebsiteorotherwisefreelyavailablebyother
electronicmeans.
TheDepartmentofHealthandSeniorServices,asapartof
regulatinggroundambulanceservicelicenses,willpromulgaterules
regardingparticipationwithregionalemergencymedicalservices
advisorycommitteesandambulanceserviceadministrator
qualifications.
ThisbillrequiresambulanceservicestoreporttotheDepartment
individualsservingasambulanceserviceadministrators. Each
administratorisrequiredtocompleteatleast40hoursoftraining
regardingtheoperationsandstaffingoftheambulanceserviceand
twohoursofcontinuingeducationannually,asspecifiedinthe
bill.
TheDepartmentmayrefusetoissue,denyrenewalof,orsuspenda
licenserequiredforgroundambulanceservicesortakeother
correctiveactionsifthelicenseholderisdeterminedtobe
financiallyinsolvent,hasinadequatepersonnelfortheservice
provided,requiresaninordinateamountofmutualaidfrom
neighboringservices,hasbeendeterminedtobecriminallyliable
foractionsrelatedtothelicenseorserviceprovided,hasbeen
determinedtobeineligibleforparticipationinMedicareorMO
HealthNet,theambulancedistrictadministratorhasfailedtomeet
therequiredqualifications ortraining,orifthreeormoreboard
membershavefailedtocompleterequiredtraining.
IftheDepartmentmakesadeterminationofinsolvencyor
insufficiencyofservices,thentheDepartmentmayrequirethe
licenseholdertosubmitandcompleteacorrectiveplan,as
specifiedinthebill. TheDepartmentisrequiredtoprovidenoticeofanydetermination
ofinsolvencyorinsufficiencyofservicestootherlicenseholders
operatinginthelicenseholder'svicinity,membersoftheGeneral
Assemblywhorepresentthatarea,othergoverningofficials,the
appropriateregionalemergencymedicalservicesadvisorycommittee,
andtheStateAdvisoryCouncilonEmergencyMedicalServices.
TheDepartmentmustimmediatelyengagewithotherlicenseholders
intheareatodeterminehowgroundambulanceservicesmaybe
providedtotheaffectedareaduringtheservicedisruption.
Assistinglicenseholdersmaybecompensatedfortheassistanceas
specifiedinthebill.
