ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
643.
ThisbilladdsanycountythatborderstheLakeoftheOzarkstoan
existingstatutoryauthorizationallowingthecreationofa
theater,culturalarts,andentertainmentdistrict.
Thebillalsodefinesa"LakefrontEntertainmentDistrict". The
SupervisorofAlcoholandTobaccoControlmayissueaLakefront
EntertainmentDistrictSpecialLicensetoapplicantswhomeet
requirementsspecifiedinthebill.Licenseholders willbe
authorizedtosellintoxicatingliquorbythedrinkforretail
consumptionduringspecifiedhours.Anyapplicantgranteda
licensemustpaya$300yearlylicensefeeperdistrictinaddition
tothefeesrequiredforeachindividuallicensee.
Patronsofestablishments thatservealcohollocatedwithina
LakefrontEntertainmentDistrictareauthorizedtoleavethose
establishments withalcoholicbeveragesandbringthebeverages
withthemintootherareasoftheLakefrontEntertainmentDistrict.
Additionalrequirementsforlicenseholders inLakefront
EntertainmentDistrictsareprovidedinthebill.Thegoverning
bodyofthelocalgovernmentinwhichtheLakefrontEntertainment
Districtislocatedisauthorizedtoadoptordinancesforthe
approvalorrejectionofsuchdistrictsaswellasadditionalrules
andregulationsrelatedtothedistricts. Theholderofan
entertainmentdistrictspeciallicensewilldeterminewhenand
wherelicensee'sinthedistrictcansell.

PROPONENTS: Supporterssaythatthiswillallowforfurther
developmentandeconomicprosperity. Therearesimilarzones
elsewhereintheStateandtheLakewouldbenefitfrombeingonan
evenplayingfield.Thisisasteptowardgivingmorefreedomto
localgovernments. Outdooreventslikeconcertswillbemore
successful,whichhelpslocalbusinesses. Thosewithinthezone stillhavetoconsentbyavotefortheentertainmentdistrict;
theyaren'tforcedtoadoptone.
