SectionA.Chapter536,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection536.180,toreadasfollows:
536.180.1.Noruleorportionofarulepromulgatedunderthischaptershall
2becomeeffectiveuntilithasbeenapprovedbythegeneralassemblyasprovidedinthis
3section.Thedelegationoflegislativeauthoritytoenactlawsbytheadoptionofsuch
4rulesisdependentuponthepowerofthejointcommitteeonadministrativerulesto
5reviewandsuspendrulespendingratificationbythesenateandthehouseof
6representativesasprovidedinthissection.
7 2.Uponfilinganyproposedrulewiththesecretaryofstate,thefilingagency
8shallconcurrentlysubmitsuchproposedruletothejointcommitteeonadministrative
9rules,whichmayholdhearingsonanyproposedruleorportionthereofatanytime.A
10finalorderofrulemakingshallnotbefiledwiththesecretaryofstateuntilthirtydays
11aftersuchfinalorderofrulemakinghasbeenreceivedbythecommittee,exceptas
12providedinthissubsection.
13 3.Ifafiscalnoterequiredunderthischapterforaproposedruleestimatescosts
14inexcessoftwohundredfiftythousanddollars,thecommitteeshallsuspendtheorderof
15rulemakingorportionthereofbyactiontakenpriortothefilingofthefinalorderof
16rulemaking.Ifthegeneralassemblydoesnotapproveofaproposedrule,thefiling

19 4.Thegeneralassemblymayadoptaconcurrentresolutioninaccordancewith
20theprovisionsofArticleIV,Section8oftheConstitutionofMissouritoapprovea
21proposedrule.
22 5.Uponadoptionofsuchconcurrentresolutionasprovidedinsubsection4of
23thissection,thesecretaryofstateshallnotpublishtheorderofrulemakinguntilthe
24expirationoftimenecessaryforsuchresolutiontobesignedbythegovernororvetoed
25andsubsequentlyacteduponbythegeneralassemblyasprovidedinArticleIII,Section
2632oftheConstitutionofMissouri.Ifsuchconcurrentresolutionisadoptedandsigned
27bythegovernororotherwisereconsideredunderArticleIII,Section32,thesecretaryof
28stateshallpublishintheMissouriregister,assoonaspracticable,theorderof
29rulemakingalongwithnoticeoftheproposedrulesorportionsthereofthatwere
30approvedbythegeneralassembly.
31 6.Exceptasprovidedinsection536.025,anyrule,oramendmentorrescission
32thereof,shallbenull,void,andunenforceableunlessmadeinaccordancewiththe
33provisionsofthissection.
