ThisbillrequirestheSecretaryofStatetoestablishasystemfor
conductingautomaticvoterregistration.
Thefollowingactionswillresultinanindividualbeing
automaticallyregistered:
(1)Completinganapplicationforadriver'slicense,nondriver
identification card,driver'spermit,orcertificationof
superviseddrivingwiththeDepartmentofRevenue;
(2)Completinganapplicationforservices,renewalofservices,
orchangeofaddressrelatingtoservicesfromtheDepartmentof
SocialServicesorthelocalhousingauthority;
(3)RegisteringforclassesattheUniversityofMissouriSystem;
(4)Completinganapplicationforunemploymentbenefits;and
(5)SubmittingaformbytheDepartmentofCorrectionstothe
SecretaryofStateconfirminganindividualhasbeendischarged
fromprobation,parole,orincarceration; thedischargeis
nonconditional; andtheplaceofresidenceuponrelease.
Theseagenciesandstatedepartmentsmustperiodicallyprovide
informationtotheSecretaryofStatethatisrelevanttoconduct
recommendations forautomaticvoterregistration.
TheSecretaryofStatewillperiodicallyprovidelocalelection
authoritieswithlistsofrecommendations fortheirvoter
registrationlists.Ifarecommendation otherwisemeetsthe
criteriaforvoterregistration,thelocalelectionauthoritymust
sendnoticeofpotentialautomaticregistrationtoaprospective
registrant. Thenoticemustincludeapostage-paidpostcardfor
thepurposesofdecliningregistration. If,afteraperiodofone
month,thepostcardisnotreturned,thelocalelectionauthority
mustregisterthevoter.
