Underthisbill,board membersmustcompletethreehoursofcontinuingeducationforeach termofoffice.Failuretodosowillresultinimmediate disqualification, withtheofficeremainingvacantuntilfilled. Underthisbill,eachambulancedistrictmustarrangeforanaudit ofthedistrict'srecordsandaccountseverythreeyearsbya certifiedpublicaccountant. Theauditwillbemadeavailableto thepubliconthedistrict'swebsiteorotherwisefreelyavailable byotherelectronicmeans. TheDepartmentofHealthandSeniorServices,asapartof regulatinggroundambulanceservicelicenses,willpromulgaterules regardingparticipationwithregionalemergencymedicalservices advisorycommitteesandambulanceserviceadministrator qualifications. ThisbillrequiresambulanceservicestoreporttotheDepartment individualsservingasambulanceserviceadministrators. The administratorisrequiredtocompleteatleast40hoursoftraining regardingtheoperationsofanambulanceserviceandtwohoursof continuingeducationannually. Therequirementsforthetraining arespecifiedinthebill. TheDepartmentmayrefusetoissue,denyrenewalof,orsuspenda licenserequiredforgroundambulanceservicesortakeother correctiveactionsifthelicenseholderisdeterminedtobe financiallyinsolvent,hasinadequatepersonnelfortheservice provided,requiresaninordinateamountofmutualaidfrom neighboringservices,hasbeendeterminedtobecriminallyliable foractionsrelatedtothelicenseorserviceprovided,hasbeen determinedtobeineligibleforparticipationinMedicareorMO HealthNet,whoseambulancedistrictadministratorhasfailedto meettherequiredqualifications ortraining,orifthreeormore boardmembershavefailedtocompleterequiredtraining. Ifthe Departmentmakesadeterminationofinsolvencyorinsufficiencyof services,thentheDepartmentmayrequirethelicenseholderto submitandcompleteacorrectiveplan,asspecifiedinthebill. TheDepartmentisrequiredtoprovidenoticeofanydetermination ofinsolvencyorinsufficiencyofservicestootherlicenseholders operatinginthelicenseholder'svicinity,membersoftheGeneral Assemblywhorepresentthatarea,othergoverningofficials,the appropriateregionalemergencymedicalservicesadvisorycommittee, andtheStateAdvisoryCouncilonEmergencyMedicalServices. The Departmentmustimmediatelyengagewithotherlicenseholdersin theareatodeterminehowgroundambulanceservicesmaybeprovided totheaffectedareaduringtheservicedisruption.
