Thebillprovidesthatapersonwhorendersemergencycare,without
compensation,atthesceneofanaccidentorotheremergencyisnot
tobeheldliableforanycivildamagesforactsoromissions,
otherthandamagescausedbygrossnegligenceorwillful,wanton
actsoromissions.
Emergencycareorassistancethatisprovidedbyrespiratorycare
practitioners, physicians,surgeons,registeredprofessional
nurses,licensedpracticalnurses,oremergencymedical
technicians,whoaresubjecttotheprovisionsofexistingstatute,
arenotsubjecttotheprovisionsofthisbill.
PROPONENTS: Supporterssaythatthisbillwillincentivizepeople
whowishtohelp,butwhooftendonotofferassistancebecauseof
afearofprosecution. Supportersfurthersaythatfrequently
thereareanynumberofindividualswhoareinpossessionof
lifesavingknowledgeandtechniquesthatcouldgreatlyhelp,ifnot
savethelife,ofapersonwhoisinneedofemergencycare,but
potentiallifesavingcareisnotadministered.
