EMBALMERS(Section333.041)
Thisbillprovidesthatapracticumembalmingstudentlicenseecan
assist,underthedirectsupervisionofalicensedembalmer,ina
licensedfuneralestablishmentafterapprovalbytheStateBoardof
EmbalmersandFuneralDirectors(Board),withtheDivisionof
ProfessionalRegistration,butcannotassistwhennotunderdirect
supervision.
Thisbillrepealsthecurrentrequirementstobecomealicensed
embalmerandreplacesthemwithnewrequirements.
Inthebill,anapplicantforanembalmerlicensemustprovide
evidencetotheBoardthatheorshe:
(1)Iseighteenyearsofageorolder;
(2)Possessesahighschooldiploma,ageneralequivalency
diploma,orequivalent,asdetermined,atitsdiscretion,bythe
board;
(3)Hascompletedafuneralserviceeducationprogramaccredited
bytheAmericanBoardofFuneralServiceEducation,anysuccessor
organization,orotheraccreditingentityasapprovedbytheBoard;
(4)ReceivedpassingscoresontheNationalBoardExamination-
SciencesandtheMissourilawexaminationadministeredbythe
InternationalConferenceofFuneralServiceExaminingBoards,any
successororganization,orotherorganizationapprovedbythe
board;and
(5)Hasbeenemployedinaqualifyingembalmer'sapprentice
programforsixmonthsandhaspersonallyembalmedatleast25dead
humanbodiesunderthesupervisionofalicensedembalmer. The
first12embalmingsmustbeconductedunderthedirectsupervision
ofthelicensedembalmer.
Uponwrittenrequesttotheboard,anypersonlicensedunderthis
sectioncan,athisorherelection,atanytime,sitforthe
NationalBoardExamination-ArtsadministeredbytheInternational
ConferenceofFuneralServiceExaminingBoards,anysuccessor
organization,orotherorganizationapprovedbytheBoard. Currently,ifanapplicantdoesnotcompleteallrequirementsfor
licensurewithinfiveyearsfromthedateofhisorhercompletion
ofanaccreditedprogram,hisorherregistrationasanapprentice
embalmerisautomaticallycanceled. Theapplicantisrequiredto
fileanewapplicationandpayapplicablefees.Theapplicant
cannotusethepreviousapprenticeship forthenewapplication.
Thisbillrepealsthatprovision.
Currently,ifanyapplicantfailstopassthenationalboard
examinationoftheConferenceofFuneralServiceExamining,heor
shecanretaketheexaminationatthenextregularexamination
meeting.TheapplicantmustnotifytheBoardofficeofhisorher
desiretoretaketheexaminationatleast30dayspriortothedate
oftheexamination. Eachtimetheexaminationisretaken,the
applicantmustpayanewexaminationfeeinanamountestablished
bytheBoard.Thisbillremovesthe30dayrequirementand
specifiesthattheexaminationistheNationalBoardExamination-
Arts.ThebillrepealsaprovisionrequiringtheBoardtoholdthe
examinationsatleasttwiceayear.

FUNERALDIRECTORS(Section333.042)
Thisbillrepealsthecurrentrequirementstobecomealicensed
funeraldirectorandreplacesthemwithnewrequirements.
Inthebill,anapplicantforafuneraldirectorlicensemust
provideevidencetotheBoardthatheorsheis18yearsofageor
olderandpossessesahighschooldiplomaortheequivalentthereof
andhaseither:
(1)Completedafuneralserviceeducationprogramaccreditedby
theAmericanBoardofFuneralServiceEducation,anysuccessor
organization,orotheraccreditingentityasapprovedbytheBoard
andreceivedpassingscoresontheNationalBoardExamination-Arts
andtheMissourilawexamination. TheBoardcanaccept,inlieuof
apassingscoreontheNationalBoardExamination-Arts,apassing
scoreonanadministrationoftheMissouriartsexaminationthat
occurredbeforetheInternationalConferenceofFuneralService
ExaminingBoardsendedalladministrations oftheMissouriarts
examinationonJanuary1,2023;or
(2)Madeapplicationforafuneraldirectorprovisionallicense
andsuccessfullyeither:
(a)Within24monthsofreceiptoftheprovisionallicense: (i)Completeda12monthqualifyingfuneraldirectorapprentice
programasdeterminedbytheboardduringwhichtheapplicant
arrangedandconducted10funeralservices. Theprogrammustbe
underthepersonalsupervisionofalicensedfuneraldirectorina
Missourifuneralestablishmentlicensedforthecareand
preparationforburialandtransportation ofthehumandeadinthis
State;and
(ii)ReceivedpassingscoresontheNationalBoardExamination-
ArtsandtheMissourilawexamination. TheBoardcanaccept,in
lieuofapassingscoreontheNationalBoardExamination-Arts,a
passingscoreonanadministration oftheMissouriartsexamination
thatoccurredbeforetheInternationalConferenceofFuneral
ServiceExaminingBoardsendedalladministrations oftheMissouri
artsexaminationonJanuary1,2023;or
(b)Within36monthsofreceiptoftheprovisionallicense:
(i)Completedan18monthqualifyingfuneraldirectorapprentice
programasdeterminedbytheBoardduringwhichtheapplicant
arrangedandconducted25funeralservices. Theprogrammustbe
underthepersonalsupervisionofalicensedfuneraldirectorina
Missourifuneralestablishmentlicensedforthecareand
preparationforburialandtransportation ofthehumandeadinthis
State;and
(ii)ReceivedapassingscoreontheMissourilawexamination.
Anypersonholdingaprovisionallicensewillbeeligible,upon
writtenrequesttotheBoard,tositfortheNationalBoard
Examination-ArtsandtheMissourilawexaminationatanytime
duringtheperiodinwhichhisorherprovisionallicenseis
effective.
Anylicensedfuneraldirectorwhohasnotpreviouslysatforthe
NationalBoardExamination-Artscan,athisorherelectionand
uponwrittenrequesttotheBoard,sitfortheexamination.
Apersoncanapplyforalimitedlicensetoworkonlyinafuneral
establishmentlicensedforcremation. Apersonholdingalimited
funeraldirectorlicensecanperformdutiesrelatedtocremation.
Toqualifyforalimitedfuneraldirectorlicense,anapplicant
mustbe18yearsofageorolderandsuccessfullycompletethe
Missourilawexamination. Completionofaqualifyingfuneral
directorapprenticeprogramwillnotberequiredtoobtaina
limitedfuneraldirectorlicense.
Currently,theBoardmust,uponrequest,waiveanyrequirementto
becomealicensedfuneraldirectorandissueatemporaryfuneral director'slicense,validforsixmonths,tothesurvivingspouse
ornextofkin,orthepersonalrepresentative ofalicensed
funeraldirector,ortothespouse,nextofkin,employeeor
conservatorofalicensedfuneraldirectordisabledbecauseof
sickness,mentalincapacityorinjury.Thisbilladdsthatthe
waiverwillallowthespouse,nextofkin,personalrepresentative,
orconservatoroftheabsentdirectortoconductbusinessuntila
licensedfuneraldirectorcanbeobtainedorbusinessarrangements
aremadetocloseorselltheestablishment. Thewaiverdoesnot
allowforanyservicestobeprovidedforwhichformalfuneral
serviceeducationisrequired.

SOCIALWORKERS(Sections337.600,337.604,337.615,337.627,

Currently,anindividualcanbecomeasocialworkerifheorshe
hasreceivedabaccalaureateormaster'sdegreeinsocialwork.
Thesocialworkprogramsmustbeaccreditedandapprovedbythe
CouncilonSocialWorkEducation.
Thisbillallowsindividualstogetamaster'sdegreefromasocial
workprogramincandidacyandprecandidacyforaccreditationthat
isrecognizedandapprovedbytheCouncilonSocialWorkEducation.
ThisportionofthebillisthesameasHCSHB268(2025).
SPEECH-LANGUAGEPATHOLOGISTSANDAUDIOLOGISTS(Section345.050)
Currently,arequirementforlicensureforspeech-language
pathologistsandaudiologistsissubmittingevidenceofcompletion
ofaclinicalfellowshipfromsupervisors. Theperiodof
employmentmustbeunderthedirectsupervisionofapersonwhois
licensedbytheStateofMissouriintheprofessioninwhichthe
applicantseekstobelicensed.
Thisbillchangestheperiodofemploymenttobeunderthedirect
supervisionofaspeech-languagepathologistingoodstanding.
