ThisbillclarifiesthattheDepartmentofRevenuecannotrelease
thehomeaddressoranyotherinformationthatidentifiesavehicle
ownedorleasedbyanypersonwhoisanactiveorretiredcounty,
State,orFederalparoleofficer,Federalpretrialofficer,apeace
officer,apersonvestedundertheMissouriConstitutionwith
judicialpower,amemberoftheFederaljudiciary,oramemberof
suchperson'simmediatefamilycontainedintheDepartment'smotor
vehicleordriverregistrationrecords(Section32.056RSMo.).
Currently,safetyinspectionsarenotrequiredforregistrationof
amotorvehiclehavinglessthan150,000milesforthe10year
periodfollowingthemodelyearofmanufacture.
Thisbillchangesthatexemptiontomotorvehicleshavinglessthan
150,000milesandamodelyearof2012ornewer.
Thisbillprovidesthatvehicleidentification numberandodometer
inspectionsfortitlingpurposescanbeperformedbyanemployeeof
alicensedneworusedmotorvehicledealerifthevehicleissold
toapersonwholivesoutofstateandintendstoregisterthe
vehicleoutofstate,orifthemotorvehiclehaslessthan30,000
milesforthethree-yearperiodfollowingthemodelyearof
manufacture.
Alicensedmotorvehicledealerwhoknowinglycompletesan
inspectionwithincorrectinformationwillbesubjectto
disciplinaryactionbytheDepartmentofRevenue. Thebillalso
specifiesthatapre-saleinspectionmustbeperformednomorethan
60dayspriortosaleandalsoexemptsthesevehiclesfromsafety
andemissionsinspectionspriortosaleifthevehicleissoldbya
privatesellerorbyalicensedmotorvehicledealerthathassold
atleast200motorvehiclesinthepreviouscalendaryear(Section
301.190).
Currently,apersonwhocurrentlyservesinorhasbeenhonorably
dischargedfromanybranchoftheUnitedStatesArmedForces,the
UnitedStatesCoastGuard,orthereservesforanysuchbranchcan
applyforspecialpersonalizedlicenseplateswiththeseal,logo,
oremblemalongwithwordsdesignatingtheirbranchorsubdivision
ofservice. ThisbilladdsmembersoftheSpaceForce(Section
301.448).
ThisbillprovidesthattheapplicationforaMissouriConservation
HeritageFoundationemblemlicenseplateandpaymentofthe$25
contributionmaybemadeatthetimeofregistrationtothe DirectoroftheDepartmentofRevenue,whomustdepositthe
contributiontothecreditoftheMissouriConservationHeritage
Foundation(Section301.469).
