haveadistinguishing markonthefrontofthelicensethat
specifiesthatthelicenseholderisacitizenoftheUnited
States.TheDepartmentofRevenuewillcoordinatewiththeUnited
StatesDepartmentofStatetoestablishcriteriaforestablishing
citizenstatusandaprocedureforverifyingthatstatus.
