SectionA.Chapter376,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection376.1758,toreadasfollows:
376.1758.1.Forpurposesofthissection,theterm"doula"meansanindividual
2whohasbeentrainedtoprovidephysical,emotional,andeducationalsupport,butnot
3medicalormidwiferycare,topregnantandbirthingwomenandtheirfamiliesbefore,
4during,andafterchildbirth.
5 2.Thedepartmentofhealthandseniorservicesshallreviewandapprovedoula
6registrationtoallowforhealthinsurancereimbursementofdoulaservices.
7 3.Thedepartmentofhealthandseniorservicesshall:
8 (1)Createthecriteriaforthedoularegistrationapplication;
9 (2)Reviewapplicationsfordoulastoregistertoreceivehealthinsurance
10reimbursementinthisstate;
11 (3)Approveapplicationstodesignateregistereddoulastatusbasedonthe
12criteriacreatedundersubdivision(1)ofthissubsection;
13 (4)Notifyapplicantsofapprovalordenialofdoularegistrationstatus.Any
14denialnotificationshallincludethespecificreasonorreasonsforthedenial;and
15 (5)Maintainastatewideregistryofdoulasapprovedforhealthinsurance
16reimbursementinthisstate.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 17 4.Increatingthecriteriaforthedoularegistrationapplicationtobeusedto
18approvedoularegistrationstatus,thedepartmentofhealthandseniorservicesshall
19consultrelevantorganizationsincluding,butnotlimitedto,theMissouriCommunity
20DoulaCouncilandothercommunitydoulaorganizationsthatsupportaccessto
21community-baseddoulaservicesinthestate.
22 5.Nothinginthissectionprohibitsanypersonfrompracticingasadoulainthis
23stateregardlessofwhetherthepersonisregisteredinaccordancewiththeprovisionsof
24thissection.
25 6.Thedepartmentofhealthandseniorservicesshallpromulgateallnecessary
26rulesandregulationsfortheadministrationofthissection.Anyruleorportionofa
27rule,asthattermisdefinedinsection536.010,thatiscreatedundertheauthority
28delegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandissubjectto
29alloftheprovisionsofchapter536and,ifapplicable,section536.028.Thissectionand
30chapter536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
31pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
32arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority
33andanyruleproposedoradoptedafterAugust28,2025,shallbeinvalidandvoid.
