HB940--NETMETERING SPONSOR: Knight Thisbillmodifiesthedefinitionsof"customer-generator"and"net metering"forthepurposesoftheNetMeteringandEasyConnection Act.ThebillalsoclarifiesthePublicServiceCommissionorthe governingbodyofanelectriccooperativeoramunicipalutility aretooffernetmeteringtocustomerswhogeneratetheirown electricityatratesidenticalincertainwaystoratesifthe customerdidnotgenerateelectricity. Inthealternative,the ratesmaybereasonablycalculatedtorecovertheportionofthe electricsupplier'sfixedanddemandcoststhatarenoteliminated bythecustomer'soperationofanelectricenergygenerationunit. Thebillalsorequiresthatanelectricenergygenerationunitmust notonlymeetallapplicablesafetyandperformancestandards,it mustbeinstalledandmaintainedinaccordancewiththestandards. Allgenerationunitsusingbatterybackupmustoperatecompletely isolatedfromthesupplier'ssystem. Currently,acustomermustprovideasupplierwithacertification ofproperinstallationfromaqualifiedprofessionalelectricianor engineerbeforeconnectingtothesupplier'ssystem.Thisbill requiresthesuppliertoapprovetheelectricianorengineer. In theeventthattheelectricianorengineerisnotlicensed,the suppliermayrequireabondorotherformorsurety. Anypersonwhoisnotaretailelectricsupplierthatsellsan electricenergygenerationunitorprovidesnetmeteringservice mustprovideaprospectiveorexistingcustomer-generatoratleast fivebusinessdaystoevaluateaproposaltoconstructanelectric energygenerationunit,whichmustincludecertaininformationas specifiedinthebill;performanenergyefficiencyauditonthe premisestobeservedbytheunitandinformtheprospectiveor existingcustomer-generatorofavailableenergyefficiencymeasures toaddresstheresultsoftheaudit;anddemonstratetothe customer-generatorthatthepersonsellingtheunitorproviding theservicemeetscertainrequirements. Anyviolationmaybe enforcedbytheOfficeoftheAttorneyGeneralundertheMissouri MerchandisingPracticesAct. ThisbillisthesameasSB467(2025),HB991(2024),andHB1854 (2024).
