FIRSTREGULARSESSION HOUSECONCURRENT RESOLUTION NO.5 103RDGENERALASSEMBLY INTRODUCEDBYREPRESENTATIVECHAPPELL. 1717H.01I JOSEPHENGLER,ChiefClerk WHEREAS, motorcycleridershiphascontinuedtoincreaseovertime,with 2registrationsgrowingfrom3,826,373in1997to8,600,936in2015;and 3 4 WHEREAS,asofAugust2016theongoingNationalMotorcycleProfilingSurvey 52016,conductedbytheMotorcycleProfilingProject,foundthatapproximatelyone-halfof 6themotorcyclistssurveyedfeltthattheyhadbeenprofiledbylawenforcementatleastonce; 7and 8 9 WHEREAS,motorcycleprofilingmeanstheillegaluseofthefactthatapersonrides 10amotorcycleorwearsmotorcycle-relatedapparelasafactorindecidingtostopandquestion, 11takeenforcementactionagainst,arrest,orsearchapersonorvehicle,withorwithoutlegal 12basisundertheConstitutionoftheUnitedStates;and 13 14 WHEREAS,complaintssurroundingmotorcycleprofilinghavebeencitedinallfifty 15states;and 16 17 WHEREAS,proteststoraiseawarenessandcombatmotorcycleprofilinghavebeen 18heldinmultiplestatesacrossthenation: 19 20 NOWTHEREFORE BEITRESOLVEDthatthemembersoftheHouseof 21RepresentativesoftheOneHundredThirdGeneralAssembly,FirstRegularSession,the 22Senateconcurringtherein,hereby: 23 24 (1)Supportincreasedpublicawarenessontheissueofmotorcycleprofiling; 25 26 (2)Encouragecollaborationandcommunicationwiththemotorcyclecommunityand 27lawenforcementtoengageineffortstoendmotorcycleprofiling;and 28 29 (3)Urgelawenforcementofficialstoincludestatementscondemningmotorcycle 30profilinginwrittenpoliciesandtrainingmaterials;and 31 32 BEITFURTHERRESOLVEDthattheChiefClerkoftheMissouriHouseof 33Representativesbeinstructedtoprepareaproperlyinscribedcopyofthisresolutionforeach 34lawenforcementagencyinthestateofMissouri. ✔ HCR5 2
