HJR20--PERMISSIBLELOBBYINGACTIVITIES SPONSOR: Mayhew Uponvoterapproval,afterDecember3,2026,thisconstitutional amendmentwouldprohibitanypersonwhoservedasahighormid- levelofficialintheexecutivebranchfrom: (1)Acting,serving,orregisteringasapaidlobbyist; (2)Engagingincontractnegotiationswiththeexecutivebranch entityinwhichtheyservedifthosecontractscouldreasonably benefitfromprivilegedaccess,knowledge,ortheperson's relationshipsestablishedthroughtheirservice; (3)Participatinginanyconsultantrolethatleveragesprior executivebranchserviceforprivategainonmattersrelatedto decisionstheycontributedtoduringtheirservice; (4)Solicitingprospectiveemployersorclientstorepresentas lobbyistsduringtheiremployment;or (5)Actinginawaythatcouldbeconstruedassimilartoa lobbyist. Anyformerelectedofficialorhighormid-levelofficialofthe executivebranchwhobeginsemploymentwithanentitythat contractsordealsdirectlywiththeexecutivebranchentitywhere theywereelectedoremployedmustdisclosetheirnewemploymentto theMissouriEthicsCommissionwithin30days.TheMissouriEthics Commissionwillmakethedisclosuresaccessibletothepublicon itswebsite.
