Currently,theMissouriConstitutionguaranteeseveryStatecitizen
therighttokeepandbeararms.Uponvoterapproval,this
resolutionwouldamendtheConstitutiontoallowanycounty,the
cityofSt.Louis,andthecityofKansasCitytoregulatethe
possession,carrying,ortransferoffirearmswithincityorcounty
limits.Theresolutionauthorizesthecityorcountyto,by
ordinance,issueapermitorcertificateandchargeafee,as
specified. Foranynonresident,acityorcountymustrecognizeas
validanypermitorcertificateauthorizingthepossessionor
carryingoffirearmsissuedbytheindividual'scountyof
residence. Theresolutionalsolistsindividualswhomustbe
exemptfromanysuchordinance. Theresolutionspecifiesthe
penaltiesthatcanbeauthorizedbythecityorcounty,notto
exceedafineof$1000orimprisonmentformorethanoneyear,or
both.
