Additionally,theamendmentdeclaresthatthehealth,safety,and welfareofwomenwhoareundergoingprenatalcare,childbirth, perinatalandpostpartumcare,contraception, abortion,andcare formiscarriagesandectopicpregnancies,aswellasthehealth, safety,andwelfareofwomenintheconditionofgivingbirth,are legitimateandcompellinggovernmentalinterests;thatanylaw regulating,safeguarding,orsecuringsuchhealth,safety,and welfareshallbevalidandenforceableinallcases,and unenforceableonlyifanaggrievedplaintiffisabletoprovethe lawisnotrationallyrelatedtoalegitimategovernmentinterest; andthatwomenreceivingreproductivehealthcarewhosufferfrom injuryorincurdamagesarisingfromnegligence,breachofcontract orbreachofotherduty,malpractice,aviolationofthestandards ofcare,professionalorothermisconduct,orintentionalor criminalconductbyreproductivehealthcareprovidersareto receivenolessprotectionunderthelawthanthosereceivingother typesofhealthcare. TheamendmentclarifiesthatnothinginthisConstitutionshallbe interpretedtorequirethepublicorprivatefundingofanymatter relatingtoreproductivehealthcare.
