ThefollowingisasummaryoftheHouseCommitteeSubstitute#2for
HJR54.
Uponvoterapproval,thisconstitutional amendmentprohibitsthe
provisionofreproductivehealthcaretominorswithouttheprior
notificationandinformedconsentoftheminorchild'sparentor
guardian,exceptforcasesofmedicalemergency.
Additionally,theamendmentdeclaresthatthehealth,safety,and
welfareofwomenwhoareundergoingprenatalcare,childbirth,
perinatalandpostpartumcare,contraception, abortion,andcare
formiscarriagesandectopicpregnancies,aswellasthehealth,
safety,andwelfareofwomenintheconditionofgivingbirth,are
legitimateandcompellinggovernmentalinterests;thatanylaw
regulating,safeguarding,orsecuringsuchhealth,safety,and
welfareshallbevalidandenforceableinallcases,and
unenforceableonlyifanaggrievedplaintiffisabletoprovethe
lawisnotrationallyrelatedtoalegitimategovernmentinterest;
andthatwomenreceivingreproductivehealthcarewhosufferfrom
injuryorincurdamagesarisingfromnegligence,breachofcontract
orbreachofotherduty,malpractice,aviolationofthestandards
ofcare,professionalorothermisconduct,orintentionalor
criminalconductbyreproductivehealthcareprovidersareto
receivenolessprotectionunderthelawthanthosereceivingother
typesofhealthcare.
TheamendmentclarifiesthatnothinginthisConstitutionshallbe
interpretedtorequirethepublicorprivatefundingofanymatter
relatingtoreproductivehealthcare.
Anyactionchallengingthevalidityofanystatelawrelatingto
reproductivehealthcareisrequiredtobebroughtintheCircuit
CourtofColeCounty,Missouri.
Thisconstitutional amendmentincludesaseverabilityclause.

passedverynarrowlyandtheprocesswasfloodedwithdarkmoney
fromout-of-statetopresentfalseinformationtovoters.Itis
breathtakingly irresponsibletoallowthefeelingsofchildrento
dictatewhetherapersoncanchangetheirgender.Medical
malpracticeisdifferentthansomeonewhowouldbreaktheirmedical
oathtoprotectunbornlife.
