Currently,theMissouriConstitutionguaranteeseveryStatecitizen
therighttokeepandbeararms.Uponvoterapproval,this
resolutionrepealsthatprovisionandamendstheConstitutionto
allowanycounty,thecityofSt.Louis,andthecityofKansas
Citytoregulatethepossession,carrying,ortransferoffirearms
withincityorcountylimits.
Theresolutionauthorizesthecityorcountyto,byordinance,
issueapermitorcertificateandchargeafee,asspecified. For
anynonresident,acityorcountymustrecognizeasvalidany
permitorcertificateauthorizingthepossessionorcarryingof
firearmsissuedbytheindividual'scountyofresidence.
Theresolutionalsolistsindividualswhomustbeexemptfromany
suchordinance. Theresolutionspecifiesthepenaltiesthatmaybe
authorizedbythecityorcounty,nottoexceedafineof$1000or
imprisonmentformorethanoneyear,orboth.
