45 (g)Paramedicprogramsasdescribedinchapter190;or 46 (h)Commercialdriver'slicense(CDL)programs. 47 3.(1)Beginninginthe2026-27academicyearandforallsubsequentacademic 48years,thedepartmentshall,byrule,establishaprocedureforthereimbursementofthe 49costsoftuition,books,andfeesfromthecareer-techcertificate(CTC)programfundto 50theapprovedinstitutionatwhichaneligiblestudentisenrolledinaneligibleprogramof 51studyoratrainingprogram. 52 (2)Notuitionreimbursementsinexcessofthetuitionratechargedbyapublic 53communitycollegeforcourseworkofferedbyatwo-yearprivatevocationalortechnical 54school,approvedvirtualinstitutionasdefinedundersection173.1102,oreligible 55trainingproviderwithintheserviceareaofsuchcollegeshallbereimbursedunderthis 56section.Thislimitationshallnotapplytoapublicvocationalortechnicalschool. 57 (3)(a)Ifapubliccommunitycollegeorvocationalortechnicalschooloffersthe 58sameorasubstantiallysimilareligibleprogramofstudyortrainingprogramasa 59privatevocationalortechnicalschool,virtualinstitution,oreligibletrainingproviderat 60whichaneligiblestudentintendstoenrollandtheschoolorproviderislocatedinthe 61serviceregionofthepubliccommunitycollegeorvocationalortechnicalschoolthat 62offersthesameorsimilarprogramofstudyortrainingprogram,notuition 63reimbursementshallbeprovidedunderthissectionforsucheligiblestudentunless, 64beforetheeligiblestudentenrolls: 65 a.Theprivatevocationalortechnicalschool,virtualinstitution,oreligible 66trainingproviderrequestsauthorizationfromthedepartmentforsuchtuition 67reimbursement;and 68 b.Thedepartmentauthorizessuchrequest. 69 (b)Thedepartmentshall: 70 a.Developandadoptatuitionreimbursementauthorizationrequestformanda 71procedureforsubmittingsuchrequest; and 21 (3)Forthe2025-26academicyearandallsubsequentacademicyears: 22 (a)Onethousandsevenhundreddollarsmaximumandfivehundreddollars 23minimumforstudentsattendinginstitutionsclassifiedaspartofthepublictwo-year 24sector;and HCSSSSB150 10 25 (b)Threethousandfivehundreddollarsmaximumandonethousandseven 26hundredfiftydollarsminimumforstudentsattendinginstitutionsclassifiedaspartof 27thepublicfour-yearsector,includingStateTechnicalCollegeofMissouri,approved 28privateinstitutions,orapprovedvirtualinstitutions. 29 2.Allstudentswith[anexpectedfamilycontribution] astudentaidindexoftwelve 30thousanddollarsorlessshallreceiveatleasttheminimumawardamountforhisorher 31institution.Maximumawardamountsforaneligiblestudentwith[anexpectedfamily 32contribution] astudentaidindexaboveseventhousanddollarsshallbereducedbyten 33percentofthemaximum[expectedfamilycontribution] studentaidindexforhisorher 34incrementgroup.Anyawardamountshallbereducedbytheamountofastudent'spayment 35fromtheA+schoolsprogramoranysuccessorprogramtoit.Forpurposesofthissubsection, 36theterm"incrementgroup"shallmeanagrouporganizedby[expectedfamilycontribution] 37studentaidindexinfivehundreddollarincrementsintowhichalleligiblestudentsshallbe 38placed. 39 3.Ifappropriatedfundsareinsufficienttofundtheprogramasdescribed,the 40maximumawardshallbereducedacrossallsectorsbythepercentageoftheshortfall.If 41appropriatedfundsexceedtheamountnecessarytofundtheprogram,theadditionalfunds 42shallbeusedtoincreasethenumberofrecipientsbyeitherextendingthedeadlineforfiling 43anapplicationorraisingthecutoffforthe[expectedfamilycontribution] studentaidindex 44ratherthanbyincreasingthesizeoftheaward, asdeterminedbythedepartment. 45 4.Everythreeyears,beginningwiththe2025-26academicyear[2009-10], theaward 46amountmaybeadjustedtoincreasenomorethantheConsumerPriceIndexforAllUrban 47Consumers(CPI-U),1982-1984=100,notseasonallyadjusted,asdefinedandofficially 48recordedbytheUnitedStatesDepartmentofLabor,oritssuccessoragency,fortheprevious 49academicyear.Thecoordinatingboardshallprepareareportpriortothelegislativesession 50foruseofthegeneralassemblyandthegovernorindeterminingbudgetrequestswhichshall 51includetheamountoffundsnecessarytomaintainfullfundingoftheprogrambasedonthe 52baselineestablishedfortheprogramupontheeffectivedateofsections173.1101to173.1107. 53Anyincreaseintheawardamountshallnotbecomeeffectiveunlessanincreaseintheamount 54ofmoneyappropriatedtotheprogramnecessarytocovertheincreaseinawardamountis 55passedbythegeneralassembly. 173.1352.1.Asusedinthissection,thefollowingtermsmean: 2 (1)"Advancedplacementexamination",anyexaminationadministeredthroughthe 3CollegeBoard'sAdvancedPlacementProgram(AP); 4 (2)"Institution",anyin-statepubliccommunitycollege,college,oruniversitythat 5offerspostsecondaryfreshman-levelcourses; HCSSSSB150 11 6 (3)"Internationalbaccalaureateexamination",anyexaminationforassessment 7purposesadministeredthroughtheInternationalBaccalaureateOrganizationattheend 8oftheInternationalBaccalaureateDiplomaProgramme. 9 2.(1)Eachinstitutionshalladoptandimplementapolicytograntundergraduate 10coursecredittoenteringfreshmanstudentsforeachadvancedplacementexaminationupon 11whichsuchstudentachievesascoreofthreeorhigher, oreachinternationalbaccalaureate 12examinationforaninternationalbaccalaureatediplomaprogrammecourseuponwhich 13suchstudentachievesascoreof4orhigher,foranysimilarlycorrelatedcourseofferedby 14theinstitutionatthetimeofsuchstudent'sacceptanceintotheinstitution. 15 (2)Inthepolicy,theinstitutionshall: 16 (a)Establishtheinstitution'sconditionsforgrantingcoursecredit;and 17 (b)Identifythespecificcoursecreditorotheracademicrequirementsofthe 18institution,includingthenumberofsemestercredithoursorothercoursecredit,thatthe 19institutionwillgranttoastudentwhoachievesrequiredscoresonadvancedplacement 20examinationsorinternationalbaccalaureateexaminations. 21 3.Onrequestofanapplicantforadmissionasanenteringfreshman,andbasedon 22informationprovidedbytheapplicant,aninstitutionshalldetermineandnotifytheapplicant 23regarding: 24 (1)Theamountandtypeofanycoursecreditthatwouldbegrantedtotheapplicant 25underthepolicy;and 26 (2)Anyotheracademicrequirementthattheapplicantwouldsatisfyunderthepolicy. 174.160.1.Theboardofregentsofeachstatecollegeandeachstateteacherscollege 2shallhavepowerandauthoritytoconferuponstudents,bydiplomaunderthecommonseal, 3suchdegreesasareusuallygrantedbysuchcolleges,andadditionaldegreesonlywhen 4authorizedbythecoordinatingboardforhighereducationincircumstancesinwhichoffering 5suchdegreewouldnotunnecessarilyduplicateanexistingprogram,collaborationisnot 6feasibleoraviablemeansofmeetingtheneedsofstudentsandemployers,andtheinstitution 7hastheacademicandfinancialcapacitytooffertheprograminahigh-qualitymanner.Inthe 8caseofnonresearchdoctoraldegreesinalliedhealthprofessions,aninstitutionmaybe 9authorizedtooffersuchdegreeindependentlyifofferingitincollaborationwithanother 10institutionwouldnotincreasethequalityoftheprogramorallowittobedeliveredmore 11efficiently.Suchboardsshallhavethepowerandauthoritytoconferdegreesinengineering 12onlyincollaborationwiththeUniversityofMissouri,providedthatsuchcollaborative 13agreementsareapprovedbythegoverningboardofeachinstitutionandthatintheseinstances 14theUniversityofMissouriwillbethedegree-grantinginstitution.ShouldtheUniversityof 15Missourideclinetocollaborateintheofferingofsuchprograms,oneoftheseinstitutionsmay 16seekapprovaloftheprogramthroughthecoordinatingboardforhighereducation's HCSSSSB150 12 17comprehensivereviewprocesswhendoingsowouldnotunnecessarilyduplicateanexisting 18program,collaborationisnotfeasibleoraviablemeansofmeetingtheneedsofstudentsand 19employers,andtheinstitutionhastheacademicandfinancialcapacitytooffertheprogramin 20ahigh-qualitymanner. 21 2.Notwithstandingsections172.280and174.225,theboardofgovernorsof 22MissouriStateUniversityshallhavethepowerandauthoritytograntdoctorof 23philosophydegreesindisciplinesotherthanengineeringandtograntbachelorof 24sciencedegreesinveterinarytechnology. 178.786.1.Thecoordinatingboardforhighereducation,withtheassistanceofan 2advisorycommitteecomposedofrepresentativesfromeachpubliccommunitycollegeinthis 3stateandeachpublicfour-yearinstitutionofhighereducation,shalldeveloparecommended 4lowerdivisioncorecurriculumofforty-twosemestercredithours,includingastatementof 5thecontent,componentareas,andobjectivesofthecorecurriculum.Amajorityofthe 6membersoftheadvisorycommitteeshallbefacultymembersfromMissouripublic 7institutionsofhighereducation. 8 2.Thecoordinatingboardshallapproveacommoncoursenumberingequivalency 9matrixfortheforty-twocredithourblockatallinstitutionsofhighereducationinthestateto 10facilitatethetransferofthosecoursesamonginstitutionsofhighereducationbypromoting 11consistencyincoursedesignationandcourseidentification.Eachcommunitycollegeand 12four-yearinstitutionofhighereducationshallincludeinitscourselistingstheapplicable 13coursenumbersfromthecommoncoursenumberingequivalencymatrixapprovedbythe 14coordinatingboardunderthissubsection. 15 3.Thecoordinatingboardshallcompletetherequirementsofsubsections1and2of 16thissectionpriortoJanuary1,2018,forimplementationofthecorecurriculumtransfer 17recommendationsforthe2018-19academicyearforallpublicinstitutionsofhigher 18education. 19 4.(1)Thecoordinatingboard,withtheassistanceofanadvisorycommittee 20composedofrepresentativesfromeachpubliccommunitycollegeinthisstateandeach 21publicfour-yearinstitutionofhighereducationinthisstate,shallapproveasixty-credit- 22hour,transferable,lower-divisioncoursecurriculumandacommoncoursenumbering 23equivalencymatrixforthefollowingdegreeprograms: 24 (a)Generalbusiness; 25 (b)Elementaryeducationandteaching; 26 (c)Generalpsychology; 27 (d)Registerednursing;and 28 (e)Generalbiologyorbiologicalscience,orboth. HCSSSSB150 13 29 (2)Suchsixty-credit-hour,transferable,lower-divisioncoursecurriculumshall 30facilitatethetransferofcoursesthatarepartofsuchcurriculumamongpublic 31institutionsofhighereducationinthisstatebypromotingconsistencyincourse 32designationandcourseidentification. 33 (3)Eachpubliccommunitycollegeandpublicfour-yearinstitutionofhigher 34educationinthisstateofferingthedegreeprogramsdescribedinsubdivision(1)ofthis 35subsectionshallincludeinitsprogramsofstudythecommoncoursenumbering 36equivalencymatrixapprovedbythecoordinatingboardunderthissubsection. 37 5.Thecoordinatingboardshallcompletetherequirementsofsubsection4ofthis 38sectionbeforeJune30,2027,forimplementationofthesixty-credit-hour,transferable, 39lower-divisioncoursecurriculumforthedegreeprogramsdescribedinsubdivision(1) 40ofsubsection4ofthissectionforthe2027-28academicyearforallpublicinstitutionsof 41highereducationinthisstate. 178.787.1.Eachcommunitycollege,asdefinedinsection163.191,andpublicfour- 2yearinstitutionofhighereducationshalladopttheforty-twocredithourblock,including 3specificcoursescomprisingthecurriculum,basedonthecorecurriculumrecommendations 4madebythecoordinatingboardforhighereducationundersubsections1and2ofsection 5178.786,forimplementationbeginninginthe2018-19academicyear. 6 2.Ifastudentsuccessfullycompletestheforty-twocreditcorecurriculumata 7communitycollegeorotherpublicinstitutionofhighereducation,thatblockofcoursesmay 8betransferredtoanyotherpublicinstitutionofhighereducationinthisstateandshallbe 9substitutedforthereceivinginstitution'scorecurriculum.Astudentshallreceiveacademic 10creditforeachofthecoursestransferredandshallnotberequiredtotakeadditionalcore 11curriculumcoursesatthereceivinginstitution. 12 3.Astudentwhotransfersfromonepublicinstitutionofhighereducationtoanother 13publicinstitutionofhighereducationinthestatewithoutcompletingthecorecurriculumof 14thesendinginstitutionshallreceiveacademiccreditfromthereceivinginstitutionforeachof 15thecoursesthatthestudenthassuccessfullycompletedinthecorecurriculumofthesending 16institution.Followingreceiptofcreditforthesecourses,thestudentmayberequiredto 17satisfyfurthercourserequirementsinthecorecurriculumofthereceivinginstitution. 18 4.Eachcommunitycollegeinthisstate,asdefinedinsection163.191,andpublic 19four-yearinstitutionofhighereducationinthisstateshalladoptthesixty-credit-hour, 20transferable,lower-divisioncoursecurriculumandcommoncoursenumbering 21equivalencymatrixforthedegreeprogramsdescribedinsubdivision(1)ofsubsection 224ofsection178.786,includingspecificcoursesconstitutingthecurriculum,basedonthe 23corecurriculumrecommendationsmadebythecoordinatingboardforhigher 24educationundersubsection4ofsection178.786,forimplementationbeginninginthe HCSSSSB150 14 252027-28academicyear.Noinstitutionofhighereducationinthisstateshallberequired 26toadoptthesixty-credit-hour,transferable,lower-divisioncoursecurriculumfordegree 27programsnotofferedattheinstitution. 28 5.Ifastudentsuccessfullycompletesthesixty-credit-hour,transferable,lower- 29divisioncoursesatacommunitycollegeorotherpublicinstitutionofhighereducationin 30thisstate,suchblockofcoursesmaybetransferredtoanyotherpublicinstitutionof 31highereducationinthisstateandshallbesubstitutedforthereceivinginstitution'score 32curriculumforthesamedegreeprogram.Astudentshallreceiveacademiccredit 33towardthestudent'sdegreeforeachofthecoursestransferredandshallnotberequired 34totakeadditionalcorecurriculumcoursesatthereceivinginstitutionforthesame 35degreeprogram. 36 6.Astudentwhotransfersfromonepublicinstitutionofhighereducationinthis 37statetoanotherpublicinstitutionofhighereducationinthisstatewithoutcompleting 38thesixty-credit-hour,transferable,lower-divisioncoursecurriculumofthesending 39institutionshallreceiveacademiccredittowardthesamedegreeprogramfromthe 40receivinginstitutionforeachofthecoursesthatthestudenthassuccessfullycompleted 41inthesixty-credit-hour,transferable,lower-divisioncoursecurriculumofthesending 42institution.Followingreceiptofcreditforsuchcourses,thestudentmayberequiredto 43satisfyfurthercourserequirementsinthesixty-credit-hour,transferable,lower-division 44coursecurriculumofthereceivinginstitution. 45 7.Thecoordinatingboardshallreporttothehousehighereducationcommittee 46andthesenateeducationcommitteeonprogressrelatedtotherequirementsof 47subsections4and5ofsection178.786andsubsections4,5,and6ofthissectionbefore 48December31,2026. 324.009.1.Forpurposesofthissection,thefollowingtermsmean: 2 (1)"License",alicense,certificate,registration,permit,accreditation,ormilitary 3occupationalspecialitythatenablesapersontolegallypracticeanoccupationorprofessionin 4aparticularjurisdiction; 27 [(4)](5)"Oversightbody",anyboard,department,agency,orofficeofajurisdiction 28thatissueslicenses; 29 [(5)](6)"Residentmilitaryorlawenforcementspouse",aspouseofanactiveduty 30memberoftheArmedForcesoftheUnitedStateswhohasbeentransferredorisscheduledto 31betransferredtothestateofMissourioranadjacentstateandwhoisapermanentresidentof 32thestateofMissouri,whoisdomiciledinthestateofMissouri,orwhohasMissouriashisor 33herhomeofrecordoraspouseofaMissourilawenforcementofficer. 34 2.Anypersonwhoholdsavalidcurrentlicenseissuedbyanotherstate,abranchor 35unitofthemilitary,aterritoryoftheUnitedStates,ortheDistrictofColumbia,andwhohas 36beenlicensedforatleastoneyearinsuchotherjurisdiction,maysubmitanapplicationfora 37licenseinMissouriinthesameoccupationorprofession,andatthesamepracticelevel,for 38whichheorsheholdsthecurrentlicense,alongwithproofofcurrentlicensureandproofof 39licensureforatleastoneyearintheotherjurisdiction,totherelevantoversightbodyinthis 40state. 41 3.Theoversightbodyinthisstateshall: 42 (1)Withinsixmonthsofreceivinganapplicationdescribedinsubsection2ofthis 43section,waiveanyexamination,educational,orexperiencerequirementsforlicensureinthis 44statefortheapplicantifitdeterminesthattherewereminimumeducationrequirementsand,if 45applicable,workexperienceandclinicalsupervisionrequirementsineffectandtheotherstate 46verifiesthatthepersonmetthoserequirementsinordertobelicensedorcertifiedinthatstate. 47Anoversightbodythatadministersanexaminationonlawsofthisstateaspartofitslicensing 48applicationrequirementmayrequireanapplicanttotakeandpassanexaminationspecificto 49thelawsofthisstate;or HCSSSSB150 16 50 (2)Withinthirtydaysofreceivinganapplicationdescribedinsubsection2ofthis 51sectionfromanonresidentmilitaryorlawenforcementspouseoraresidentmilitaryorlaw 52enforcementspouse,waiveanyexamination,educational,orexperiencerequirementsfor 53licensureinthisstatefortheapplicantandissuesuchapplicantalicenseunderthissectionif 54suchapplicantotherwisemeetstherequirementsofthissection. 55 4.(1)Theoversightbodyshallnotwaiveanyexamination,educational,or 56experiencerequirementsforanyapplicantwhohashadhisorherlicenserevokedbyan 57oversightbodyoutsidethestate;whoiscurrentlyunderinvestigation,whohasacomplaint 58pending,orwhoiscurrentlyunderdisciplinaryaction,exceptasprovidedinsubdivision(2) 59ofthissubsection,withanoversightbodyoutsidethestate;whodoesnotholdalicensein 60goodstandingwithanoversightbodyoutsidethestate;whohasacriminalrecordthatwould 61disqualifyhimorherforlicensureinMissouri;orwhodoesnotholdavalidcurrentlicensein 62theotherjurisdictiononthedatetheoversightbodyreceiveshisorherapplicationunderthis 63section. 64 (2)Ifanotherjurisdictionhastakendisciplinaryactionagainstanapplicant,the 65oversightbodyshalldetermineifthecausefortheactionwascorrectedandthematter 66resolved.Ifthematterhasnotbeenresolvedbythatjurisdiction,theoversightbodymay 67denyalicenseuntilthematterisresolved. 68 5.Nothinginthissectionshallprohibittheoversightbodyfromdenyingalicenseto 69anapplicantunderthissectionforanyreasondescribedinanysectionassociatedwiththe 70occupationorprofessionforwhichtheapplicantseeksalicense. 71 6.Anypersonwhoislicensedundertheprovisionsofthissectionshallbesubjectto 72theapplicableoversightbody'sjurisdictionandallrulesandregulationspertainingtothe 73practiceofthelicensedoccupationorprofessioninthisstate. 74 7.Thissectionshallnotbeconstruedtowaiveanyrequirementforanapplicantto 75payanyfees,postanybondsorsuretybonds,orsubmitproofofinsuranceassociatedwiththe 76licensetheapplicantseeks. 77 8.Thissectionshallnotapplytobusiness,professional,oroccupationallicenses 78issuedorrequiredbypoliticalsubdivisions. 79 9.Theprovisionsofthissectionshallnotimpedeanoversightbody'sauthorityto 80requireanapplicanttosubmitfingerprintsaspartoftheapplicationprocess. 81 10.[Theprovisionsofthissectionshallnotapplytoanoversightbodythathas 82enteredintoalicensingcompactwithanotherstatefortheregulationofpracticeunderthe 83oversightbody'sjurisdiction.] Theprovisionsofthissectionshallnotbeconstruedtoalter 84theauthoritygrantedby,oranyrequirementspromulgatedpursuantto,anyinterjurisdictional 85orinterstatecompactsadoptedbyMissouristatuteoranyreciprocityagreementswithother 86statesineffect[onAugust28,2018], andwheneverpossiblethissectionshallbeinterpreted HCSSSSB150 17 87soastoimplynoconflictbetweenitandanycompact,oranyreciprocityagreementswith 88otherstatesineffect[onAugust28,2018]. 89 11.Notwithstandinganyotherprovisionoflaw,alicenseissuedunderthissection 90shallbevalidonlyinthisstateandshallnotmakealicenseeeligibletobepartofaninterstate 91compact.Anapplicantwhoislicensedinanotherstatepursuanttoaninterstatecompactshall 92notbeeligibleforlicensurebyanoversightbodyundertheprovisionsofthissection. 93 12.Theprovisionsofthissectionshallnotapplytoanyoccupationsetforthin 94subsection6ofsection290.257,oranyelectricalcontractorlicensedundersections324.900 95to324.945. ✔ HCSSSSB150 18
