AN ACT 
To repeal section 407.932, RSMo, and to enact in lieu thereof one new section relating to tobacco 
products. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Section 407.932, RSMo, is repealed and one new 1 
section enacted in lieu thereof, to be known as section 407.932, 2 
to read as follows:3 
     407.932.  [Nothing in sections 407.925 to 407.932 shall 1 
prohibit local political subdivisions from enacting more 2 
stringent ordinances or rules. ] 1.  The state preempts the 3 
field of regulating the sale of tobacco products, 4 
alternative nicotine products, and vapor products, and the 5 
provisions of sections 407.924 to 407.934 shall supersede 6 
any local laws, ordinances, orders, rules, or regulations 7 
enacted by a county, municipality, or other political 8 
subdivision to regulate the sale of tobacco products, 9 
alternative nicotine products , or vapor products. 10 
     2.  No political subdivision shall deny a license to a 11 
qualified applicant for a tobacco products license, an 12 
alternative nicotine products license, or a vapor products 13 
license if the new license being sought is for the same 14 
business or location that had a license within the previous 15 
twenty-four months.  Any new licensee shall remain eligible 16 
for a tobacco products license, an alternative nicotine 17 
products license, or a vapor products license, or the 18   SB 231 	2 
renewal thereof, provid ed that such licensee is in 19 
compliance with applicable rules and laws.  The provisions  20 
of this subsection shall not be construed to require the 21 
political subdivision to increase the total number of 22 
tobacco products licenses, alternative nicotine produc ts  23 
licenses, or vapor products licenses issued by the political 24 
subdivision. 25 

