FISCAL ANALYSIS
ASSUMPTION
§407.932 – Tobacco Products
Officials from the Department of Revenue (DOR) state no political subdivision shall enact a 
law regulating the sale of tobacco products, alternative nicotine products, and vapor products 
under the provisions of Sections 407.924 to 407.934. Additionally, this proposal makes clear that 
the sale or transfer of a tobacco license or permit to a new owner upon the sale of a retail 
establishment cannot be prohibited by a local political subdivision.  DOR assumes this will not 
have a fiscal impact on the DOR.
Officials from the Department of Public Safety (Division of Alcohol and Tobacco Control), 
the Office of Administration (Budget and Planning), Kansas City and O’Fallon each assume 
the proposal will have no fiscal impact on their organizations. 
Oversight does not have information to the contrary and therefore, Oversight will reflect no 
fiscal impact for the proposal.
Oversight only reflects the responses received from state agencies and political subdivisions; 
however, other cities and counties were requested to respond to this proposed legislation but did 
not. A listing of political subdivisions included in the Missouri Legislative Information System 
(MOLIS) database is available upon request.

FISCAL DESCRIPTION
The proposed legislation appears to have no direct fiscal impact.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
