AN ACT 
To amend chapters 9 and 227, RSMo, by adding thereto thirteen new sections relating to state 
designations. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapters 9 and 227, RSMo, are amended by adding 1 
thereto thirteen new sections, to be known as sections 9.005, 2 
9.171, 9.234, 9.292, 9.367, 9.385, 9.386, 9.388, 9.389, 9.402, 3 
9.409, 9.416, and 227.840, to read as follows:4 
     9.005.  February twentieth of each year shall be known 1 
and designated as "John Donaldson Day" in Missouri.  The  2 
citizens of this state are encouraged to participate in 3 
appropriate activities and events to commemorate the life 4 
and accomplishments of John Donaldson, one of the best  5 
pitchers to play in the Negro Leagues and a member of the 6 
inaugural Kansas City Monarchs team. 7 
     9.171.  November ninth each year is hereby designated 1 
as "Links, Incorporated Day" in Missouri.  The citizens of  2 
this state are encouraged to participate in appropriate 3 
events and activities to recognize this international, not - 4 
for-profit corporation for its service work and 5 
contributions to communities across this state. 6 
     9.234.  The month of September e very year shall be 1 
designated as "Ovarian Cancer Awareness Month" in Missouri.   2 
Citizens of this state are encouraged to participate in 3   SCS SB 348 	2 
appropriate activities and events to increase awareness of 4 
ovarian cancer and the importance of early detection and 5 
treatment in saving lives. 6 
     9.292.  August nineteenth of each year shall be known 1 
and designated as "Eddie Gaedel Day" in Missouri in honor of 2 
Eddie Gaedel, who as a member of the St. Louis Browns on 3 
August 19, 1951, became the shorte st player to ever play 4 
Major League Baseball.  Eddie Gaedel is an important part of 5 
baseball history and Missouri sports history.  The citizens  6 
of this state are encouraged to participate in events and 7 
activities to celebrate Eddie Gaedel's contributio ns to  8 
baseball history. 9 
     9.367.  August sixth each year is hereby designated as 1 
"Chris Sifford Day" in Missouri.  In the year 2000, an 2 
airplane carrying Chris Sifford, along with Governor Mel 3 
Carnahan and Roger "Randy" Carnahan, tragi cally went down  4 
and took with it the lives of three great Missourians.   5 
Chris is remembered as a loving and devoted public servant 6 
who was a friend to all.  Missourians are encouraged to 7 
reflect on the lives and legacies of these three men and to 8 
recognize and appreciate the hardworking public servants of 9 
this state. 10 
     9.385.  October sixteenth of each year shall be known 1 
and designated as "Michael Collins Day" in Missouri in honor 2 
of Michael Collins, an Irish revolutionary, soldier , and  3 
politician who was a leading figure in the struggle for 4 
Irish independence. 5 
     9.386.  The last Saturday in April of each year is 1 
hereby designated as "Emmett Kelly Day" in Missouri.  The  2 
citizens of this state are encouraged to h onor the life of  3 
Emmett Kelly, who was a famous circus performer, also known 4 
as Weary Willie, from Houston, Missouri. 5   SCS SB 348 	3 
     9.388.  The second Tuesday of April of each year is 1 
hereby designated as "Celia Day" in Missouri in honor of 2 
Celia, an enslaved woman who lived in Callaway County.  The  3 
teachers and students of the schools of this state are 4 
encouraged to observe the day with age -appropriate  5 
instruction regarding Celia and her story. 6 
     9.389.  The week in which the s econd Tuesday of April 1 
falls each year is hereby designated as "Human Trafficking 2 
Awareness Week".  The citizens of this state are encouraged 3 
to participate in appropriate events and activities to 4 
promote awareness of human trafficking, victim remedies and  5 
services, trafficking prevention, and the history of slavery 6 
in our state. 7 
     9.402.  May eighth each year is hereby designated as 1 
"Amyloidosis Awareness Day" in Missouri.  The citizens of  2 
this state are encouraged to participate i n appropriate  3 
events and activities to raise awareness of this rare and 4 
life-threatening disease. 5 
     9.409.  1.  January fifth of each year shall be known 1 
and designated as "Kappa Alpha Psi Day" in Missouri.  The  2 
citizens of this state are encouraged to observe the day 3 
with appropriate activities and events to commemorate the 4 
founding of the fraternity. 5 
     2.  Kappa Alpha Psi was founded on January 5, 1911, at 6 
Indiana University, in Bloomington, Indiana by Elder Watson 7 
Diggs, Byron Kenneth Armstrong, Guy Levis Grant, Marcus 8 
Peter Blakemore, Ezra Dee Alexander, John Milton Lee, Henry 9 
Tourner Asher, Edward Giles Irvin, George Wesley Edmonds, 10 
and Paul Waymond Caine. 11 
     3.  Founding member Henry Tourner Asher was an educator 12 
and instructor at Lincoln Institute, now known as Lincoln 13 
University of Missouri, in Jefferson City. 14   SCS SB 348 	4 
     4.  Kappa Alpha Psi is the second oldest existing 15 
collegiate historically Black Greek -letter fraternity and 16 
the first intercollegiate fraternity incorpo rated as a  17 
national body.  The fraternity has over two hundred fifty 18 
thousand members with seven hundred undergraduate and alumni 19 
chapters in nearly every state of the United States, and 20 
thirteen international chapters in Nigeria, South Africa, 21 
Bermuda, Bahamas, U.S. Virgin Islands, Panama, United 22 
Kingdom, Germany, South Korea, Dominican Republic, Abu 23 
Dhabi, Canada, and Japan. 24 
     5.  Through its worldwide prominence, Kappa Alpha Psi 25 
has had a global impact on events that affect our local 26 
communities and places around the globe.  Local chapters of  27 
Kappa Alpha Psi participate in community outreach activities 28 
to feed the homeless, provide scholarships to young people 29 
matriculating to college, serve as mentors to young men, 30 
participate in blood dr ives, and serve as hosts of seminars 31 
for public health awareness, to name a few.  Nationally,  32 
Kappa Alpha Psi has provided summer enrichment camps and 33 
funds for St. Jude Medical Research Center to assist in the 34 
fight against childhood catastrophic dise ases by raising  35 
more than one million dollars.  Internationally, Kappa Alpha 36 
Psi members have answered the call to service by proudly 37 
serving our military in wars since WWI and raising funds to 38 
assist those in need following natural disasters worldwide ,  39 
including hurricanes, tornadoes, typhoons, and earthquakes. 40 
     6.  Kappa Alpha Psi proudly boasts members who 41 
epitomize the essence of "Achievement in Every Field of 42 
Human Endeavor".  Some of these members include Ralph 43 
Abernathy, Wilt Chamberlain, Montell Jordan, Benjamin 44 
Jealous, Oscar Robertson, Cedric the Entertainer, Arthur 45 
Ashe, Mike Tomlin, Gayle Sayers, Adrian Fenty, Robert S. 46   SCS SB 348 	5 
Abbott, Bennie Thompson, Donald Byrd, Johnnie Cochran, Ed 47 
Gardner, Smokie Norful, John Singleton, Tom Bradley, B ob  48 
Johnson, John Conyers, Alcee Hastings, Lerone Bennett, Jr., 49 
Kwame Jackson, Bill Russell, Tavis Smiley, and Marvin Sapp. 50 
     9.416.  June seventeenth each year is hereby designated 1 
as "End Neighborhood Gun Violence Day" in Missouri, in honor  2 
of Preston Ja'mon "Tink" Jones, Sr.  Citizens of this state 3 
are encouraged to participate in appropriate events and 4 
activities to bring an end to gun violence in our 5 
communities. 6 
     227.840.  The portion of U.S. Highway 54 from on e mile  1 
east of the bridge over the Middle River to one mile west of 2 
the bridge over the Middle River in Callaway County shall be 3 
designated as "Celia Memorial Highway".  The department of  4 
transportation shall erect and maintain appropriate signs 5 
designating such highway, with the costs to be paid by 6 
private donations. 7 

