AN ACT 
To amend chapter 188, RSMo, by adding thereto one new section relating to health care. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 188, RSMo, is amended by adding thereto 1 
one new section, to be known as section 188.034, to read as 2 
follows:3 
     188.034.  1.  Except in the case of a medical 1 
emergency, no person shall knowingly perform, induce, or 2 
attempt to perform or induce an abortion on another using 3 
mifepristone, or knowingly provide th e means for another 4 
person to undergo an abortion by using mifepristone, without 5 
also providing a legible, written notice to the person 6 
considering the abortion that is approved by the department 7 
of health and senior services and that reads substantial ly  8 
as follows: 9 
NOTICE TO PERSONS HAVING DRUG -INDUCED OR  10 
CHEMICAL ABORTIONS THAT USE MIFEPRISTONE:   11 
Mifepristone (also known as Mifeprex and by 12 
other names) used alone will not always induce 13 
an abortion.  It may be possible to reverse its 14 
intended effect so that your unborn child can be 15 
born alive if the second pill or tablet has not 16 
been taken or administered.  If you change your 17 
mind and want to try to keep your baby, you can 18 
get immediate help by accessing available 19   SB 803 	2 
resources, including through  20 
www.abortionpillreversal.com, or you can contact 21 
(877) 558-0333 for assistance in locating a 22 
medical professional who can aid in the reversal 23 
of an abortion. 24 
     2.  The department of health and senior services shall 25 
cause to be published in state -prepared printed material and 26 
on a state-prepared and state-maintained website the 27 
following statement on informed consent for abortion: 28 
Information on the ability of qualified medical 29 
professionals to potentially reverse the effects 30 
of an abortion obtained through the use of 31 
abortion-inducing drugs or chemicals is 32 
available at www.abortionpillreversal.com, or 33 
you can contact (877) 558 -0333 for assistance in 34 
locating a medical professional who can aid in 35 
the reversal of an abortion. 36 
     3.  The department of elementary and secondary 37 
education and the department of higher education and 38 
workforce development, working with the department of health 39 
and senior services, shall develop a public awareness sign 40 
that is consistent with subsection 2 of thi s section and  41 
that shall be displayed in every restroom in secondary 42 
schools and institutions of higher education in this state.   43 
The required public awareness sign shall be at least 8.5 44 
inches by 11 inches in size, be printed in at least 16 -point  45 
font, and shall be in both English and Spanish. 46 
     4.  On an annual basis, the department of elementary 47 
and secondary education and the department of higher 48 
education and workforce development, working with the 49 
department of health and senior services, s hall review and,  50   SB 803 	3 
if necessary, update the information required under 51 
subsection 3 of this section. 52 
     5.  Hospital emergency rooms shall display a public 53 
awareness sign developed by the department of health and 54 
senior services that is consistent with subsection 2 of this 55 
section in waiting areas and patient facilities.  The  56 
required public awareness sign shall be at least 8.5 inches 57 
by 11 inches in size, be printed in at least 16 -point font,  58 
and state substantially the following in English and Spa nish: 59

     6.  On an annual basis, the department of health and 68 
senior services shall review and, if necessary, update the 69 
information required under su bsections 1, 2, and 7 of this 70 
section. 71 
     7.  The department of health and senior services shall 72 
direct all hospital emergency rooms to display a sign in 73 
waiting areas and patient facilities that is at least 8.5 74 
inches by 11 inches in size, is printe d in at least 16-point  75 
font, and states substantially the following in English and 76 
Spanish: 77 
If you have had an abortion, including if you 78 
have taken abortion pills obtained online, 79 
please tell your health care provider so that 80 
your medical treatment c an be as effective as 81 
possible. 82   SB 803 	4 
     8.  The department of health and senior services may 83 
promulgate all necessary rules and regulations for the 84 
administration of this section.  Any rule or portion of a 85 
rule, as that term is defined in section 536.010, that is  86 
created under the authority delegated in this section shall 87 
become effective only if it complies with and is subject to 88 
all of the provisions of chapter 536 and, if applicable, 89 
section 536.028.  This section and chapter 536 are 90 
nonseverable and if any of the powers vested with the 91 
general assembly pursuant to chapter 536 to review, to delay 92 
the effective date, or to disapprove and annul a rule are 93 
subsequently held unconstitutional, then the grant of 94 
rulemaking authority and any rule propo sed or adopted after 95 
August 28, 2025, shall be invalid and void. 96
