An Act To Amend Sections 37-181-5, 37-181-9, 37-181-13, 37-181-15, 37-181-17, Mississippi Code Of 1972, And Section 37-181-7, Mississippi Code Of 1972, As Amended By House Bill No. 4130, 2024 Regular Session, Which Provide For The Education Scholarship Account Program To Make Certain Technical Revisions Thereto; To Provide That In Order To Be Eligible For The Program, The Parent Or Guardian Of An Eligible Student Must Certify To The Department Of Education That They Have Been Accepted Into An Eligible School Qualified To Provide Services For The Participating Student's Disability Or Special Education Needs, Or Provide Services Addressing A Participating Student's Iep; To Set Certain Reporting Requirements Of Eligible Schools, Including Participants' Graduation Rates And Advance Placement Examination Performance; To Provide That Eligible Schools Shall Have The Option Of Selecting A Nationally Standardized Norm-referenced Achievement Test, Or A Current State Board-approved Screener For Participating Students To Take Each Year; To Provide That Failure To Comply With The Requirements Of The Chapter Shall Deem The Eligible School Ineligible To Participate In The Esa Program The Following Year; To Reenact Sections 37-181-1, 37-181-3, 37-181-11, 37-181-19 And 37-181-21, Mississippi Code Of 1972, Which Provide For Various Provisions Of The Equal Opportunity For Students With Special Needs Act; To Amend Reenacted Section 37-181-23, Mississippi Code Of 1972, To Extend The Date Of Repeal Of Such Act; And For Related Purposes.

An Act To Require A Voting Precinct To Be Located On The Campus Of Each Public Or Private Four-year Postsecondary Institution Of Higher Learning; To Provide That Such Voting Precinct Shall Be Used By Students Who Are Duly Enrolled In A Program Of Study And Reside On The Campus Of The Postsecondary Institution Of Higher Learning Where The Voting Precinct Is Located Or Who Reside In Off-campus Institutional Housing; To Require The County Board Of Supervisors And The Governing Authority Of The Municipality Wherein The Postsecondary Institution Of Higher Learning Is Located To Work With The Institution's Administrative Leadership And The Office Of The Secretary Of State To Ensure That A Voting Precinct Is Located On The Main Campus Of Such Postsecondary Institutions; To Require The Governing And Administrative Entities Responsible For Ensuring The Locating Of Voter Precincts On The Campus Of Certain Postsecondary Institutions To Have Designated The On-campus Voting Precinct By September 15, 2024, And To Provide Reasonable Notice Of Its Location Through Certain Methods Of Publication; To Provide That Any Student Duly Enrolled In A Program Of Study At A Public Or Private Four-year Postsecondary Institution Of Higher Learning Who Resides On Campus Of The Postsecondary Institution Of Higher Learning Where The Voting Precinct Is Located Or Who Resides In Off-campus Institutional Housing Shall Be Eligible To Vote At The On-campus Voting Precinct Provided That Certain Conditions Are Met; To Prescribe The Qualification Conditions That Make Students Eligible To Vote At On-campus Voting Precincts; To Bring Forward Sections 23-15-11, 23-15-13, 23-15-33 And 23-15-35, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; To Amend Section 23-15-37, Mississippi Code Of 1972, To Require The County Registrar To Furnish Mail-in Voter Registration Applications To Each Eligible Postsecondary Institution Of Higher Learning In A Reasonable Time To Enable Unregistered Students Who Are Eighteen Years Of Age And Older To Be Able To Vote In Primary And General Elections; To Require Each Eligible Postsecondary Institution Of Higher Learning To Permit Access To The County Registrar To Register Eligible Voters And To Provide Voter Education; To Bring Forward Sections 23-15-39, 23-15-41, 23-15-43, 23-15-45, 23-15-47 And 23-15-49, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; To Amend Section 23-15-281, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Sections 23-15-283 And 23-15-285, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; To Amend Section 23-15-557, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Section 23-15-563, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; And For Related Purposes.
