An Act To Authorize The Commissioner Of Insurance To Establish Any Program Or Promulgate Any Rule, Policy, Guideline Or Plan Or To Change Any Program, Rule, Policy Or Guideline To Implement, Establish, Create, Administer Or Otherwise Operate An Exchange, To Apply For, Accept Or Expend Federal Monies Related To The Creation, Implementation Or Operation Of An Exchange, To Establish Any Advisory Board Or Committee As Necessary For Providing Recommendations On The Creation, Implementation Or Operation Of An Exchange, To Use The Services And Funds Of The Comprehensive Health Insurance Risk Pool Association And The Comprehensive Health Insurance Risk Pool Board To Fulfill The Purposes Of This Section, And To Engage Actuarial And Other Assistance As Necessary To Carry Out The Duties Of The Department; To Create The Mississippi Health Insurance State Exchange Trust Fund, And To Authorize The Commissioner Of Insurance To Expend Monies From This Fund For The Payment Of Expenses Incurred In The Creation, Implementation Or Operation Of An Exchange; To Provide That The Amount To Be Contributed Annually To The Fund Shall Be Fixed Each Year By The Commissioner As A Percentage Of Fees Assessed On The Gross Premiums Charged On All Policies Sold On The Exchange, Which Percentage Shall Not Be More Than 3.5%, Unless Otherwise Approved By The Legislature; To Provide That User Fees Shall Be Collected Directly By The Exchange On All Policies Sold And Remitted To The Health Insurance State Exchange Fund On A Monthly Basis; To Provide That The Comprehensive Health Insurance Risk Pool Association Shall Have The Authority To Develop And Fund An Online Portal That Shall Be Available To All Mississippians To Assist Consumers In Selection Of A Health Plan; To Amend Sections 83-9-203 And 83-9-205, Mississippi Code Of 1972, To Conform To The Provisions Of This Act; And For Related Purposes.

An Act To Provide That If Any Physician, Nurse Practitioner Or Physician Assistant Licensed To Practice In The United States Completes A Medical Exemption Form Stating That Such Vaccination May Be Detrimental To An Individual's Health, Any State Or Municipal Requirement To Obtain A Vaccination Shall Be Inapplicable Until Such Vaccination Is Found To No Longer Be Detrimental To The Individual's Health By The Individual's Physician, Nurse Practitioner Or Physician Assistant; To Prescribe The Required Contents Of The Medical Exemption Form; To Prohibit Any State Or Municipal Agency, Board Or Commission From Requiring Any Other Condition Or Requirement For The Medical Exemption To A Vaccine Or Vaccines; To Prohibit Discrimination On The Basis Of An Individual's Status Of Having A Medical Exemption Provided For In This Act; To Provide That Physicians, Nurse Practitioners And Physician Assistants Shall Not Be Subject To Any Disciplinary Action Or Penalty By Any State Or Municipal Agency, Board Or Commission For Issuing A Medical Exemption Form As Provided For In This Act; To Amend Sections 37-7-301, 41-23-37, 41-23-43 And 43-17-5, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 73-15-5, Mississippi Code Of 1972, To Delete Certain Definitions And Revise Certain Definitions In The Nursing Practice Law Regarding Advanced Nursing Practice; To Amend Section 73-15-20, Mississippi Code Of 1972, To Revise Certain Provisions Relating To The Practice Of Advanced Practice Registered Nurses; To Provide That The Physician Or Dentist With Whom An Advanced Practice Registered Nurse Has Entered Into A Collaborative/consultative Relationship Shall Not Charge Or Require Any Payment From The Advanced Practice Registered Nurse For Serving In That Capacity With The Advanced Practice Registered Nurse; To Provide That After An Advanced Practice Registered Nurse, Except A Certified Registered Nurse Anesthetist, Has Completed Not Less Than 5,000 Clinical Practice Hours In A Collaborative/consultative Relationship With A Physician Or With An Advanced Practice Registered Nurse Completed Not Less Than 5,000 Clinical Practice Hours, The Advanced Practice Registered Nurse Is Exempt From The Requirement Of Entering And Maintaining A Collaborative/consultative Relationship With A Licensed Physician Or Dentist; To Provide That After A Certified Registered Nurse Anesthetist Has Completed Not Less Than 8,000 Clinical Practice Hours In A Collaborative/consultative Relationship With A Physician Or With An Advanced Practice Registered Nurse Completed Not Less Than 5,000 Clinical Practice Hours, The Certified Registered Nurse Anesthetist Is Exempt From Maintaining A Collaborative/consultative Relationship With A Licensed Physician Or Dentist; To Provide That Advanced Practice Registered Nurses May Apply Hours Worked Before The Effective Date Of This Act To Fulfill Their Respective Clinical Practice Hour Requirement; And For Related Purposes.

An Act To Require Businesses That Make Automatic Renewal Offers Or Continuous Service Offers To Consumers To Present The Terms Of Such Automatic Renewals Or Continuous Service Offers In A Clear And Conspicuous Manner Before The Subscription Or Purchasing Agreement Is Fulfilled; To Prohibit The Charging Of A Consumer's Credit Or Debit Card, Or Account With A Third Party, For An Automatic Renewal Or Continuous Service Without First Obtaining The Consumer's Affirmative Consent To The Agreement; To Prescribe The Methods By Which A Business Shall Provide Consumers With The Ability To Cancel Any Automatic Renewal Or Continuous Service Offer; To Require Business To Notify Consumers Of A Material Change In The Terms Of The Automatic Renewal Or Continuous Service; To Require Those Businesses That Allow Consumers To Accept An Automatic Renewal Or Continuous Service Offer Online To Also Allow The Consumers To Terminate The Automatic Renewal Or Continuous Service Exclusively Online, At Will, And Without Engaging Any Further Steps That Obstruct Or Delay The Consumer's Ability To Terminate The Automatic Renewal Or Continuous Service Immediately; To Require Those Businesses To Provide A Method Of Termination That Is Either Online In The Form Of A Prominently Located Direct Link Or Button To Cancel Or By A Termination Email; And For Related Purposes.

An Act To Amend Section 23-15-299, Mississippi Code Of 1972, To Provide That In Order To Qualify To Run For Office, A Candidate Must Submit, Along With The Qualification Fees, A Notarized Written Statement And A Copy Of The Candidate's Mississippi Identification Card; To Require The Secretary Of State To Assess A Five Hundred Dollar Fine To Any State Executive Committee That Fails To Transmit Any Written Statements And Other Required Documents And Accompanying Fees To The Secretary Of State By 6:00 P.m. On The Date Of The Qualifying Deadline; To Provide That The Fine Shall Be For Each Written Statement That Is Submitted After 6:00 P.m. On The Date Of The Qualifying Deadline; To Require The Secretary Of State To Deposit Any Fines Received From Any State Executive Committee Into The Elections Support Fund; To Provide A Timeline For An Executive Committee Or The Secretary Of State, Whichever Is Applicable, To Determine Whether A Candidate Meets The Qualifications To Hold The Office He Or She Seeks; To Provide That Once An Executive Committee Has Determined Whether A Candidate Is Qualified To Hold The Office He Or She Seeks, The Secretary Of The Executive Committee Shall Transmit A List Of All Of Those Candidates And How The Executive Committee Ruled On Their Qualifications To The Secretary Of State For Review; To Provide The Secretary Of State A Timeline To Determine If The Candidates Were Properly Qualified Or Disqualified; To Provide That If The Secretary Of State Disagrees With A Decision Made By An Executive Committee, The Secretary Of State Shall Notify The Executive Committee And Candidate And Give The Executive Committee And Candidate Ten Days To Appeal That Determination; To Provide The Secretary Of State Ten Days To Consider The Appeal Of The Executive Committee Or Candidate; To Provide That If The Secretary Of State Upholds His Determination, The Candidate May Appeal That Determination; To Provide That If A Candidate Has Voted In Any Election Outside Of The Jurisdiction In Which They Seek To Represent During The Period In Which The Candidate Is Required To Have Resided Within The Jurisdiction, The Name Of Such Candidate Shall Not Appear On The Ballot; To Amend Section 23-15-961, Mississippi Code Of 1972, To Conform To The Preceding Section; To Amend Section 23-15-359, Mississippi Code Of 1972, To Provide The Process For That Judicial Review; To Provide That If A Candidate Has Voted In Any Election Outside Of The Jurisdiction In Which They Seek To Represent During The Period In Which The Candidate Is Required To Have Resided Within The Jurisdiction, The Name Of Such Candidate Shall Not Appear On The Ballot; To Provide That A Candidate Aggrieved By The Decision Of The Appropriate Election Commission May File A Petition For Judicial Review To The Circuit Court Of The County In Which The Election Commission Whose Decision Is Being Reviewed Sits; To Amend Section 23-15-1093, Mississippi Code Of 1972, To Change The Deadline To Qualify To Run For President From January 1 Through January 15 To November 15 Through December 15; To Bring Forward Sections 23-15-963, 23-15-1085 And 23-15-1089, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.
