MISSISSIPPI LEGISLATURE 2025 Regular Session To: Rules By: Representatives Calvert, Denton House Resolution 82 A RESOLUTION MOURNING THE LOSS AND HONORING THE LIFE AND LEGACY OF PUBLIC SERVICE OF THE HONORABLE REPRESENTATIVE CHARLES LEMUEL YOUNG, JR., AND EXPRESSING DEEPEST SYMPATHY TO HIS FAMILY AND FRIENDS UPON HIS PASSING. WHEREAS, it is written in Ecclesiastes 3:1 that "To everything there is a season, and a time for every purpose under the Heaven," and as such, the immaculate author and finisher of our souls' destiny summoned the mortal presence of the distinguished Gentleman from Lauderdale, the Honorable Representative Charles Lemuel Young, Jr., who represented House District 82, situated in Lauderdale County, for 12 consecutive years, as he has made life's final transition from earthly travailing to heavenly reward on Wednesday, December 18, 2024, rendering great sorrow and loss to his family and friends; and WHEREAS, the Meridian community, and the entirety of Lauderdale County lost a wonderful friend and charismatic leader with the passing of Representative Young, born to his late parents, former Representative Charles L. Young, Sr., and Mrs. Doretha Connor Young, on July 9, 1962, and there is now a hush in our hearts as we come together to pay our respects to the memory of one who has been called to join that innumerable heavenly caravan; and WHEREAS, Representative Young was born and raised in Meridian, Mississippi, and he excelled academically, being one of the first African-American students chosen to participate in the talented and gifted program, and he graduated from Meridian High School and attended Tougaloo College and Mississippi State University - Meridian; and WHEREAS, before assuming his first term as a member of the Mississippi House of Representatives for District 82 in 2012, Representative Young devoted himself to the innovative growth and success of his beloved Meridian, and in 1977, he purchased his first property from his father who wanted him to learn the real estate and property management business, and as an avid businessman, he owned and managed Charles Young, Jr. Investments, Charles Young, Jr. Management Company, and Charles Young, Jr. Real Estate Company; and WHEREAS, in 1979, Representative Young formed a company, named The Young Group, and entered into a contractual agreement with Delco Remy (a General Motors Company) to package armatures, bushings, housings and starters, and with five of his high school classmates, he operated his first minority business with a Fortune 500 company; and WHEREAS, Representative Young also had an eye for technology and saw an opportunity to participate in the cellular industry, and he purchased 50% of a struggling business named CarToons, in Jackson, Mississippi, which was an innovative automotive electronics reseller and a reseller/activator of cellular telephones, and under his management, in less than 90 days, it became the number one cellular reseller/activator for Cellular One in the State of Mississippi, and it was also the inventor of free cell phone promotion; and WHEREAS, in 1990, Representative Young formed New South Technologies, a Chicago-based entity that developed fire retardant technologies and environmental products for farm animals and livestock, and Tomorrow's Technologies Today, which was a pioneer in the prepaid cellular technology industry; and WHEREAS, Representative Young was active in local, county and state government, and in August 2011, he was elected to the Mississippi House of Representatives for District 82, a seat formerly held by his father, former Representative Charles L. Young, Sr., and was sworn into office on January 3, 2012, and throughout his tenure in the Legislature, he was appointed to various legislative committees, including: Appropriations, Public Health and Human Services, Universities and Colleges, Ethics, and Medicaid; and WHEREAS, outside of his public service, Representative Young had a passion for grilling, cooking, and state of the art technology, and he enjoyed playing cards and dominoes, cooking for family, neighbors and people throughout his community, and anyone who encountered him was thoroughly entertained and well-fed; and WHEREAS, Representative Young was tremendously devoted to his family and community, and made great sacrifices for both, and he went out of his way to help everyone and often parted ways and ended conversations with "let me know if I can do anything to help", and his quick wit, heart of gold and infectious smile will be cherished and remembered by all; and WHEREAS, Representative Young's love and deeply felt respect for the Legislature as a hallowed institution was innately apparent in his welcoming and authentically pleasant and cordial disposition, which have served as beacons of hope in pursuit to preserve and nurture the integrity of the body for all legislators; and WHEREAS, not one to limit his community involvement to the Legislature, Representative Young remained active in his district and dedicated to improving the quality of life for all citizens, as evidenced by his service on several local boards, including the Boys and Girls Club, Easter Seals and United Way, and he was also an active member of the Eastend Temple Lodge #4767, the local and State Democratic Party, NAACP, Mississippi Legislative Black Caucus, Mississippi Independent Beauticians Association, and Mississippi Cosmetology Commission; and WHEREAS, the members of the House of Representatives will cherish the bond and common goals for the betterment of this great state shared with Representative Young over the course of the past 12 years, and that his impeccable service was unparalleled to the Mississippi Legislature and to the constituents of District 82; and WHEREAS, Representative Young led a life of bravery in the face of challenge, and through it all, he remained a phenomenal gentleman, grounded in his integrity, who sought to improve the lives of others through positive example, hard work and the undeniable truths of the Word of God endeared to his heart as a lifelong member of Newell Chapel Christian Methodist Episcopal Church; and WHEREAS, though he has traversed life's river to now stand upon the celestial shores in wonderment of Heaven's grandeur in glorious reunion with the kindred spirits who transitioned before him, including his parents, former Representative Charles L. Young, Sr., and Mrs. Doretha Connor Young, the legacy of Representative Young's indelible imprint upon our lives will continue to refresh the hearts and fond memories of his beloved survivors: son, William; siblings, Deidre Milton, Arthur S. Young and the Honorable Judge Veldore Young Graham; nephews, Armand Young, Douglas Milton, Michael Milton, Jr., Dennis Heidelberg and Garrison Milton; grand-niece, McKenzie Young; and a host of other relatives, colleagues and friends; and WHEREAS, we encourage the Young family to find solace from these words recorded in II Corinthians 1:3-4, "Blessed be the God and Father of our Lord Jesus Christ, the Father of mercies and God of all comfort, who comforts us in all our affliction, so that we may be able to comfort those who are in any affliction, with the comfort with which we ourselves are comforted by God"; and WHEREAS, it is with sincere humility that the House of Representatives honors the laudable legacy of remarkable service of our former colleague and friend, Representative Charles Lemuel Young, Jr., who represented his district, this body and the people of this state with honor and dignity, and whose monumental life of genuine selflessness illuminated the path of hope for all he encountered along this earthly sojourn: NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby mourn the loss and commemorate the esteemed and laudable legislative career and public service of the most honorable, distinguished Gentleman from Lauderdale, Representative Charles Lemuel Young, Jr., to whose family we express sincere and deepest sympathy upon his passing.
