4 A BILL FOR AN ACT ENTITLED: β€œAN ACT REVISING REQUIREMENTS FOR TRAINING MATERIALS FOR 
5 SCHOOL BUS DRIVERS; REQUIRING SCHOOL BUS DRIVERS TO COMPLETE A TRANSPORTATION 
6 INDUSTRY-SPECIFIC HUMAN TRAFFICKING RECOGNITION TRAINING COURSE AS PART OF THE 
7 DRIVER QUALIFICATIONS; DIRECTING THE OFFICE OF PUBLIC INSTRUCTION TO MAKE 
8 TRANSPORTATION INDUSTRY-SPECIFIC TRAINING MATERIALS AVAILABLE TO SCHOOL BUS DRIVER 
9 CANDIDATES DRIVERS AT NO COST; DIRECTING THE OFFICE OF PUBLIC INSTRUCTION TO MAKE 
10 RECOMMENDATIONS TO THE BOARD OF PUBLIC EDUCATION REGARDING SCHOOL BUS DRIVER 
11 INSERVICE TRAINING REQUIREMENTS; AMENDING SECTIONS SECTION 20-7-1316 AND 20-10-103, 
12 MCA; AND PROVIDING AN EFFECTIVE DATE.”

14 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:

17 Strike everything after the enacting clause and insert:

19ECTION 1. Section 20-7-1316, MCA, is amended to read:
20 "20-7-1316.  (1) The office of public instruction is encouraged to 
21 undertake activities to educate Montanans about and prevent child sex trafficking. Activities may include but are 
22 not limited to:
23 (1) (a) reviewing best practices for preventing child sex trafficking;
24 (2) (b) providing access to educational resources for interested parents, teachers, child-care 
25 providers, and other community members on how to prevent child sex trafficking, on the warning signs of child 
26 sex trafficking, and on predatory behaviors;
27 (3) (c) coordinating educational and prevention efforts with law enforcement, the department of public 
28 health and human services, and local organizations that work to prevent child sex trafficking; and  - 2025

1 (4) (d) supporting school districts in developing:
2 (a) (i) policies on child sex trafficking awareness, prevention, response, and reporting; and
3 (b) (ii) educational materials and curricula aimed at preventing child sex trafficking.
4 (2) The office of public instruction shall make available cost-free, transportation industry-specific 
5 training materials that school bus drivers may use to complete a training course on how to recognize and 
6 identify signs of human trafficking and how to report concerns to an appropriate authority as part of any annual 
7 training requirement. The office of public instruction shall use transportation industry-specific courses from 
8 organizations that have developed resources specifically for school bus drivers and have made these materials 
9 available to the public at no cost."

11 NEW SECTION. SECTION 2. FFECTIVE DATE. [THIS ACT]JULY 1, 2025.
