Referred to: Appropriations, if favorable, Rules, Calendar, and Operations of the House April 3, 2025 *H685 -v-1* A BILL TO BE ENTITLED 1 AN ACT TO REINVEST IN RURAL NORTH CAROLI NA. 2 The General Assembly of North Carolina enacts: 3 SECTION 1. There is appropriated from the General Fund to the Department of 4 Environmental Quality the nonrecurring sum of two hundred million dollars ($200,000,000) for 5 the 2025-2026 fiscal year to be used for water and sewer infrastructure grants to units of local 6 government. The Department shall (i) develop guidelines for an application process by units of 7 local government and the allocation of funds granted pursuant to this section and (ii) prioritize 8 projects based on severity of need, efficiency of use of funding, and number of persons served. 9 SECTION 2. There is appropriated from the General Fund to the Department of 10 Public Safety the nonrecurring sum of ten million dollars ($10,000,000) for the 2025-2026 fiscal 11 year to be used for grants to municipal and county sheriff and police departments and municipal, 12 county, and volunteer fire departments for needed equipment. The Department shall (i) develop 13 guidelines for an application process by units of local government and eligible departments and 14 for the allocation of funds granted pursuant to this section and (ii) prioritize awarding funds based 15 on age of equipment, severity of need, efficiency of use of funding, and number of persons served 16 by the recipient department. 17 SECTION 3. There is appropriated from the General Fund to the Department of 18 Commerce the nonrecurring sum of twenty million dollars ($20,000,000) for the 2025-2026 19 fiscal year to be used for grants to units of local government for land acquisition of sites suitable 20 for economic development uses. The Department shall (i) develop guidelines for an application 21 process by units of local government and for the allocation of funds granted pursuant to this 22 section and (ii) prioritize awarding funds based on likelihood of attracting companies to the site, 23 the development area tier ranking applicable to the unit of local government seeking the award, 24 and the availability of alternative sites developed or ready for development. 25 SECTION 4. There is appropriated from the General Fund to the Office of State 26 Budget and Management the nonrecurring sum of five million dollars ($5,000,000) for the 27 2025-2026 fiscal year to be allocated as a directed grant to the North Carolina Medical Society 28 Foundation to be used to further the placement of physicians, physician assistants, and nurse 29 practitioners in underserved areas throughout North Carolina to improve access to care for all 30 citizens of our State. 31 SECTION 5. There is appropriated from the General Fund to the Department of 32 Agriculture and Consumer Services the nonrecurring sum of ten million dollars ($10,000,000) 33 for the 2025-2026 fiscal year to be allocated to the North Carolina Agricultural Development and 34 Farmland Preservation Trust Fund to be used for purposes consistent with the Fund. 35 General Assembly Of North Carolina Session 2025 Page 2 House Bill 685-First Edition SECTION 6. There is appropriated from the General Fund to the Department of 1 Public Instruction the nonrecurring sum of two hundred million dollars ($200,000,000) for the 2 2025-2026 fiscal year to be used for grants to local school administrative units in rural areas for 3 new construction and capital improvement needs. The Department shall (i) develop guidelines 4 for an application process by local school administrative units for the allocation of funds granted 5 pursuant to this section and (ii) prioritize awarding funds based on age and condition of school 6 facilities, use of facilities, anticipated life of facilities to be funded, severity of need, efficiency 7 of use of funding, and number of students using the facilities to be funded. 8 SECTION 7. There is appropriated from the General Fund to the Department of 9 Information Technology the nonrecurring sum of fifty million dollars ($50,000,000) for the 10 2025-2026 fiscal year to be used as additional, supplemental funding for broadband expansion 11 programs administered by the Department. 12 SECTION 8. There is appropriated from the General Fund to the Department of 13 Health and Human Services, Division of Child Development and Early Education, the 14 nonrecurring sum of one hundred million dollars ($100,000,000) for the 2025-2026 fiscal year 15 to be used as additional, supplemental funding for early learning opportunities and programs 16 administered by the Department. 17 SECTION 9. This act becomes effective July 1, 2025. 18
