AN ACT TO MAKE BASE BUDGET APPROPRIATION S FOR CURRENT OPERAT IONS 2 
OF STATE AGENCIES, DEPARTMENTS, AND INSTITUTIONS. 3 
The General Assembly of North Carolina enacts: 4

PART I. TITLE AND INTRODUCTION 6 
 7 
TITLE OF ACT 8 
SECTION 1.1. This act shall be known as the "Current Operations Appropriations 9 
Act of 2025." 10 
 11 
INTRODUCTION 12 
SECTION 1.2. The appropriations made in this act are for maximum amounts 13 
necessary to provide the services and accomplish the purposes described in the budget in 14 
accordance with the State Budget Act. Savings shall be effected where the total amounts 15 
appropriated are not required to perform these services and accomplish these purposes, and the 16 
savings shall revert to the appropriate fund at the end of each fiscal year, except as otherwise 17 
provided by law. 18

PART II. CURRENT OPERATIONS AND EXPANSIO N/GENERAL FUND 20

GENERAL FUND APPROPRIATIONS 22 
SECTION 2. Appropriations from the General Fund for the budgets of the State 23 
departments, institutions, and agencies, and for other purposes as enumerated, are made for each 24 
fiscal year of the 2025-2027 fiscal biennium, in accordance with the provisions of this act. 25

PART III. HIGHWAY FUND AND HIGHWAY TRUST FUND 27 
 28 
CURRENT OPERATIONS AND EXPANSION/HIGHWAY FUND 29 
SECTION 3.1. Appropriations from the State Highway Fund for the maintenance 30 
and operation of the Department of Transportation and for other purposes as enumerated are 31 
made for each fiscal year of the 2025-2027 fiscal biennium, in accordance with the provisions of 32 
this act. 33

SECTION 3.2. Appropriations from the State Highway Trust Fund for the 1 
maintenance and operation of the Department of Transportation and for other purposes as 2 
enumerated are made for each fiscal year of the 2025-2027 fiscal biennium, in accordance with 3 
the provisions of this act. 4

DHHS BLOCK GRANTS 8 
SECTION 4.1. Appropriations from federal block grant funds are made for each 9 
fiscal year of the 2025-2027 fiscal biennium, in accordance with the provisions of this act. 10

NER BLOCK GRANTS 12 
SECTION 4.2. Appropriations from federal block grant funds are made for each 13 
fiscal year of the 2025-2027 fiscal biennium, in accordance with the provisions of this act. 14

PART V. MISCELLANEOU S 16

STATE BUDGET ACT AP PLIES 18 
SECTION 5.1. The provisions of the State Budget Act, Chapter 143C of the General 19 
Statutes, are reenacted and shall remain in full force and effect and are incorporated in this act 20 
by reference. 21

MOST TEXT APPLIES ONLY TO THE 2025 -2027 FISCAL BIENNIUM 23 
SECTION 5.2. Except for statutory changes or other provisions that clearly indicate 24 
an intention to have effects beyond the 2025-2027 fiscal biennium, the textual provisions of this 25 
act apply only to funds appropriated for, and activities occurring during, the 2025-2027 fiscal 26 
biennium. 27

SECTION 5.3. The headings to the Parts, subparts, and sections of this act are a 30 
convenience to the reader and are for reference only. The headings do not expand, limit, or define 31 
the text of this act, except for effective dates referring to a Part or subpart. 32

SEVERABILITY CLAUSE 34 
SECTION 5.4. If any section or provision of this act is declared unconstitutional or 35 
invalid by the courts, it does not affect the validity of this act as a whole or any part other than 36 
the part so declared to be unconstitutional or invalid. 37

EFFECTIVE DATE 39 
SECTION 5.5. Except as otherwise provided, this act becomes effective July 1, 40 
2025. 41
