AN ACT TO ALLOW CONS ECUTIVE REMOTE LICENSE RENEWALS FOR NON -REAL 2 
ID COMPLIANT DRIVERS LICENSES. 3 
The General Assembly of North Carolina enacts: 4 
SECTION 1. G.S. 20-7(f) reads as rewritten: 5 
"(f) Duration and Renewal of Licenses. – Drivers licenses shall be issued and renewed 6 
pursuant to the provisions of this subsection: 7

(6) Remote renewal or conversion. – Subject to the following requirements and 9 
limitations, the Division may offer remote renewal of a drivers license or 10 
remote conversion of a full provisional license issued by the Division: 11 
a. Requirements. – To be eligible for remote renewal or conversion under 12 
this subdivision, a person must meet all of the following requirements: 13

4. For a remote renewal, renewal: 15 
I. Of a license that complies with regulations adopted 16 
pursuant to the REAL ID Act of 2005, 49 U.S.C. § 17 
30301, the most recent renewal was an in-person 18 
renewal and not a remote renewal under this 19 
subdivision. 20 
II. Of a drivers license that is not REAL ID compliant, a 21 
person may remotely renew a license on two 22 
consecutive occasions. After two consecutive remote 23 
renewals, a non-REAL ID compliant license shall be 24 
renewed in person. 25

SECTION 2. This act becomes effective January 1, 2026, and applies to licenses 27 
renewed on or after that date. 28
