Sixty-ninth Legislative Assembly of North Dakota In Regular Session Commencing Tuesday, January 7, 2025 HOUSE CONCURRENT RESOLUTION NO. 3028 (Representatives Vetter, Christianson, D. Johnston, Klemin, O'Brien, Satrom, Schauer) (Senators Cory, Myrdal, Luick, Rummel, Paulson) A concurrent resolution directing the Legislative Management to consider studying human trafficking victim service and re-entry programs. WHEREAS, human trafficking is a crime involving the exploitation of an individual for purposes of compelled labor or commercial sexual acts through the use of force, fraud, or coercion; and WHEREAS, human trafficking causes a loss of basic human rights, severe mental health issues, and substance abuse; and WHEREAS, human trafficking is identified as a critical issue in North Dakota, impacting hundreds of victims annually; NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH DAKOTA, THE SENATE CONCURRING THEREIN: That the Legislative Management consider studying human trafficking victim service and re-entry programs; and BE IT FURTHER RESOLVED , the study include an assessment of current human trafficking victim re-entry services, including services to protect victims from predatory offenders, policies, practices, data and resource allocation with the goal of identifying opportunities to implement services to help victims effectively re-enter society; and BE IT FURTHER RESOLVED , in conducting the study, the Legislative Management shall seek input from law enforcement, the Attorney General's office, nonprofit organizations, and other stakeholders; and BE IT FURTHER RESOLVED , that the Legislative Management report its findings and recommendations, together with any legislation required to implement the recommendations, to the Seventieth Legislative Assembly.
