The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB13 amends the Nebraska Racetrack Gaming Act, establishing the statutory framework for mobile online
sports wagering in the state by allowing licensed casino operators to offer a mobile sports wagering platform or
contract with a vendor to do so.
LB13 allocates tax revenues from sports wagering as follows: 90% to the Property Tax Credit Cash Fund, 3%
to the Compulsive Gamblers Assistance Fund, and 7% to the Racing and Gaming Commission for enforcing the
Racetrack Gaming Act, which oversees casinos, horse racing, and sports wagering.
LB13 also sets a deadline of September 1 for the Executive Board of the Legislative Council to submit a
statement to the Secretary of State for a proposal submitted by the legislature, during a special session,€ for the
general election ballot.
