The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:

LB 68 proposes the Aid to Municipalities Act. The primary goal of this bill is to provide
state aid in the form of grants to municipalities for infrastructure projects, including solid
waste management, water treatment systems, hazardous waste disposal systems, airports, port
facilities, and mass transit systems, among others. Municipalities can apply for grants by
submitting an application detailing the amount of funds requested and a description of the
infrastructure projects.

Grant applications will be reviewed in the order they are received, and no single grant
can exceed ten million dollars. Funds awarded are directed to be used exclusively for
the construction, acquisition, or equipping of infrastructure projects or for servicing debt
incurred for financing these projects. The funds must be kept in a separate account from the
municipalitys other money.
