The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 138 would establish a tiered fee-for-service pharmacy dispensing fee reimbursement for pharmacies
participating in the medical assistance program, effective for the fiscal year beginning July 1, 2026. The
proposed reimbursement rates are as follows:
$10.38 per prescription for independent pharmacies and those dispensing fewer than 30,000 prescriptions per
year.
$9.51 per prescription for pharmacies dispensing between 30,000 and 70,000 prescriptions per year.
$8.30 per prescription for pharmacies dispensing 70,000 or more prescriptions per year.
Additionally, any pharmacy operating as the sole registered pharmacy within a 30-mile radius will qualify for a
dispensing fee rate of $10.38 per prescription, regardless of its annual prescription volume.
The bill also requires the Department of Health and Human Services to conduct a follow-up cost-of-dispensing
survey, before July 1, 2026 as a continuation of the survey released in December 2024.
