One Hundred Ninth Legislature - First Session - 2025 Introducer€s Statement of Intent LB165 € Chairperson: Senator Carolyn Bosn Committee: Judiciary Date of Hearing: January 29, 2025 € The following constitutes the reasons for this bill and the purposes which are sought to be accomplished thereby: LB 165 would allow the governing body of a municipality or county to authorize the operation of a Syringe Services Program. Syringe Service Programs (SSPs) are an effective tool to improve public health.€ SSPs reduce the spread of infectious diseases like HIV and Hepatitis C, provide for the safe use and disposal of hypodermic needles, sterile syringes and other injection supplies, reduce overdose incidence, and encourage users to enter treatment by providing education and service referrals.€€ In those cities or counties that choose to authorize a Syringe Service Program, the program could not be located near a school, community recreation center, library, or swimming pool.
