The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
Under LB 202 a license to practice medicine and surgery or osteopathic medicine and surgery €
shall not be subject to disciplinary measures as a result of the applicant or licensee expressing
an opinion that disagrees with the medical consensus on an issue of health or disease unless
the opinion or advice is disseminated with malicious intent or an intent to deceive.
