LB 259 is the Faithful Delegate to Federal Article V Convention Act.
Section 2 provides definitions for the Act.
The purpose of the Act is to provide the rules and procedures necessary to create and guide a delegation to an Art icle V convention
and provide legislative direction relating to the election or recall of a delegate.
Delegates and alternates shall be reimbursed for actual expenses.
The Legislature is unable to determi ne the costs associated with LB 259 at this time. No Article V convention has been convened and
the actual number of delegates has not been determined. If such a convention is convened and there are c osts associated, the
Legislature will have the opportun ity to request funds through the normal budget and mi dbiennium budget processes.

Explanation of Estimate:
LB259 creates the Faithful Delegate to Federal Article V Convention Act. Following the calling of an Article V
convention, the Legislature shall elect three (3) delegates and three (3) alternate delegates from the members
of the Legislature, unless the number of del egates is changed by congress. The delegates and alternate
delegates are to be reimbursed for actual expenses in the performance of their official duties. B ecause an
Article V convention has not yet been convened and the actual number of delegates has not yet been
determined, an actual cost estimate cannot be determined at this time.
