The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB277 mandates the appointment of a special prosecutor in cases where an individual dies during apprehension
by, or while in the custody of, law enforcement. This legislation introduces safeguards to ensure transparency
and accountability. It also prohibits any law enforcement officer or detention personnel involved in the death
from returning to duty until the grand jury has completed its investigation.
