The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 3 reinstates the winner-take-all system for electing presidential and vice-presidential
candidates, awarding all electoral votes to the candidates who receive the highest number of
votes in the state.
