As amended, LB 332 combines provisions originally introduced this year in LB 119, LB 154, LB 332, LB 515, LB 555, and LB 697. The 
resulting provisions have minimal fiscal impact. 
 
LB 119 
This bill establishes the Rural Health Opportunity Program, also known as RHOP, in statute. RHOP is a collaborative educational 
initiative designed to address the healthcare needs of rural Nebraska by covering the cost of tuition. Funding for RHOP is appropriated 
via the biennial budget process . The University of Nebraska Medical Center (UNMC) indicates the program requires 0.20 FTE Student 
Success Coordinator however this position is currently staffed and funded therefore no additional appropriations are necessary. 
 
LB 154  
This bill amends the Hearing Instrument Specialists Practice Act. The changes in the bill may necessitate database changes resulting in 
minimal fiscal impact.  
 
LB 332 
This bill directs the Department of Health and Human Services (DHHS) to provide coverage in the Medical Assistance Program, 
Medicaid, for psychology services provided by qualifying advanced level practitioners supervised by a licensed psychologist. DHHS 
indicates there is no fiscal impact because Medicaid currently covers such services. Doctoral interns, provisional lic ensed mental health 
professionals with Master’s degrees, provisionally licensed PhDs, and specially licensed PhDs all have specific provider types w	ithin 
Medicaid and provide services within their respective scope of practices.  
 
LB 515 
This bill permits pharmacists to dispense emergency refills in certain circumstances. No fiscal impact 
 
LB 555 
This bill establishes the role of assistant funeral direct	ors. No fiscal impact.  
 
LB 697 
This bill adds three members to the Board of Pharmacy. Additional cost will be incurred by the Department of Health and Human 
Services for increased per diem and travel expenses however the agency indicates ability to 	absorb such costs.

Explanation of Estimate: 
 
LB332/AM729/AM828 combines the following standalone proposed bills: LB119, 	LB154, LB332, LB515, 
LB555, and LB697. 	The language in LB332/AM729/AM828 varies slightly from the standalone bills, but any 
changes to the fiscal impact from these differences is insignificant. 
 
There is no fiscal impact to the Department of Health and Human Services (DHHS) related to LB119, 	LB332, 
LB515, and LB555. 
 
LB154 proposes to modify the existing Hearing Instrument Specialists Practice Act by expanding the scope of 
practice for a licensed Hearing Instrument Specialist. This may result in additional cost to facilitate database 
changes that the licensure database vendor will need to make. The additional costs may be the monthly 
subscription fees paid to the vendor to maintain the system, or there could be additional programming costs, 
depending on the extent of the changes that are needed. 
 
LB697 will add three board members to the Board of Pharmacy. Additional costs will be incurred by DHHS for 
board meeting related expenses which include per diems, meals for a working-	lunch, direct-billed lodging 
expenses, and reimbursement for mileage to and from the meeting location. 	DHHS will absorb these costs.
