The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 367 protects minors by prohibiting credentialed health care professionals from
administering the harmful and debunked practice known as conversion therapy to anyone
under age 19.
Conversion therapy is defined as a practice that seeks to change an individuals sexual
orientation or gender identity. Under LB 367, providing conversion therapy constitutes a
deceptive trade practice under the Uniform Deceptive Trade Practices Act. The bill does not
apply to a practice or treatment conducted by a clergy member or religious counselor who
is acting in a pastoral or religious capacity and not as a health professional. Finally, the bill
prohibits the expenditure of public funds on conversion therapy services.€€
