Explanation of Estimate:
LB368 creates the Nebraska Youth in Care Bill of Rights and modifies the responsibilities of the Department of
Health and Human Services as related to the rights of youth in foster care or in childcare institutions. It would
take an estimated 15- 25 hours of time, which would be absorbed by current staff, to update the Grievances
Standard Operating Procedure, the Public Guidance Document, and the Foster Youth Rights documentation.
