The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 389 eliminates the property tax levy authority of education service units in 2028.
Beginning in 2029, state funds shall be distributed to offset the lost levy funds increased
by 3.5% each year.€
