The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB395 would authorize a law enforcement agency to inspect a sealed record of a person
under the age of twenty-five years when such person applies for a permit under the Concealed
Handgun Permit Act or a certificate to purchase, lease, rent, or transfer a handgun to
determine if such person with a sealed record has been previously adjudicated for an act
which would constitute a felony or a misdemeanor crime of domestic violence.
This legislation would also amend subsection (1) of section 28-1204.05 to include an offense
for which a juvenile record has been sealed upon termination of probation.€
If a court seals the record of a juvenile, the court shall, if applicable, inform the juvenile that
such juvenile is prohibited from possessing a firearm under section 28-1204.05.€
