One Hundred Ninth Legislature - First Session - 2025 Introducer€s Statement of Intent LB4 € Chairperson: Senator Mike Moser Committee: Transportation and Telecommunications Date of Hearing: February 11, 2025 € The following constitutes the reasons for this bill and the purposes which are sought to be accomplished thereby: LB 4 establishes the Telecommunications Exchange Deregulation Act. This bill allows incumbent local exchange carriers to seek relief from carrier of last resort obligations through the deregulation of exchanges where sufficient voice competition exists. Carriers are ineligible to receive funds from the Nebraska Universal Service Fund in deregulated exchanges but remain bound by the terms of any grant award received to provide voice or broadband service. The authority to make determinations regarding deregulation of an exchange rests with the Public Service Commission and deregulation is at the Commissions discretion unless an exchange has a population of over 100,000 inhabitants and is fully served by at least three carriers. The bill makes no changes to carriers obligations to provide 911 service or to other obligations imposed as a result of a carriers receipt of authority to operate as a telecommunications provider in the state of Nebraska. € Principal Introducer:________________________________ Senator Carolyn Bosn - 1 -
