LB 4 creates and provides the Public Service Commission (PSC) with authority of the Telecommunications Exchange Deregulation Act.
Sections 3 to 13 are the Telecommunications Exchange Deregulation Act.
Section 4 provides definitions for the Act.
Section 6 allows an electing local exchange carrier to initiate proceedings to deregulate an exchange. In determining whether an
exchange should be deregulated, the P SC shall consider wh ether the population in the area included is at least one hundred thousand
inhabitants and, if less than 100,000 inhabitants, there are at leas t 2 other carriers providing service in all of the e xchange.
Under section 7 the PSC “shall not provi de a deregulated carrier with any funds from the Nebraska Telecommunications Universal
Service Fund.”
Section 9 lists several requirements that a transitioning carrier is no longer required to do.
The PSC estimates no fiscal impact.
