The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB417 codifies the Nebraska Promise Program, established by the University of Nebraska, and creates
the College Promise Program to provide tuition waivers for qualified Nebraska resident students attending
community colleges or State Colleges, provided their family income is below $65,000 per year as determined by
the FAFSA.
Additionally, LB417 expands opportunities for Nebraska high school seniors to enhance their postsecondary
readiness. It allows students to retake the national college admission exam to improve their scores and
preparedness for degree programs. The bill also offers an option for seniors to take nationally recognized
career readiness assessments, leading to a National Career Readiness Certificate, providing clear insights into
their workforce readiness after high school.
