Summary of purpose and/or changes:
LB 428 introduces changes to section 79-532, which outlines requirements for surveys administered to students.
Section 1 mandates that schools notify parents, guardians, and educational decision-makers at least 30 days in
advance before conducting any nonanonymous survey that asks for sensitive information, such as sexual, mental
health, medical, religious, or political details. The notification must include key details about the survey's content,
purpose, and privacy protections, and parents have the right to request a copy of the survey, review it in person, or
exempt their child from participation. Additionally, the bill ensures that personally identifiable information collected
from students remains confidential, unless required by law, and prohibits surveys from asking sexual questions to
students in kindergarten through sixth grade. 
 
 
Explanation of amendments:
AM 196 strikes "thirty" days and replaces it with "fifteen" days on page 3, line 1 of the bill.
